Beijing Rural Commercial Bank Faces 3.65 Million Yuan Fine for Multiple Violations, IPO Journey Remains Uncertain

Beijing Rural Commercial Bank has been slapped with a 3.65 million yuan fine for six separate regulatory breaches, with two responsible individuals also penalized, according to a disclosure on September 18 from the National Financial Regulatory Administration's official website.

The 3-million-yuan-level administrative penalty targets the trillion-yuan-asset rural commercial lender. Beijing's financial regulator imposed the fine on Beijing Rural Commercial Bank, and issued warnings with individual fines of 50,000 yuan each to Qin Xiaogang and Xia Ziqi, the two executives found responsible for the violations.

The six violations include: inaccurate loan risk classification; inadequate "three checks" in working capital loan management; non-compliant use of proceeds from commercial property mortgages; insufficient impairment provisions and inaccurate valuations; substandard consumer protection practices; and improperly transferring mortgage appraisal fees to corporate borrowers, constituting cost shifting.

In response, Beijing Rural Commercial Bank stated it takes the penalty seriously and has already formulated corrective measures that are being implemented, pledging to strengthen management and continuously enhance compliance standards.

According to public records, Beijing Rural Commercial Bank was restructured and established on October 19, 2005, as the first provincial-level joint-stock rural commercial bank approved by the State Council. Its predecessor, the Beijing Rural Credit Cooperative, was founded in 1951, making it the only financial institution recognized with a Beijing time-honored brand designation.

As of the end of June 2026, the bank's total assets exceeded 1.3 trillion yuan, reaching 1.32 trillion yuan, a 3.21% increase from the end of 2025. However, total loans and advances stood at 533.722 billion yuan, growing only 0.70% from the end of 2025 — a sharp slowdown compared to the 7.20% growth recorded for the full year of 2025.

Despite the marginal loan growth, the bank generated net interest income of 6.157 billion yuan in the first half of 2026, up 3.91% year-on-year. This was driven by interest income of 14.123 billion yuan (down 6.54%) and interest expenses of 7.966 billion yuan (down 13.29%), meaning the net interest income expansion was largely fueled by interest expenses falling faster than interest income.

During the same period, non-interest net income reached 2.675 billion yuan, rising 10.49% year-on-year — significantly outpacing net interest income growth and accounting for 30.29% of operating revenue, up 1.28 percentage points from the prior year. This was largely attributed to growth in other non-interest net income, which includes investment gains, fair value changes, exchange gains, asset disposal gains, and other business income. That category climbed 11.60% to 2.073 billion yuan, while fee and commission net income grew 6.83% to 602 million yuan.

For the first half of 2026, Beijing Rural Commercial Bank reported operating revenue of 8.832 billion yuan, up 5.82% year-on-year, and net profit of 4.495 billion yuan, a 6.06% increase.

While assets, revenue, and profits continue to grow steadily, the bank's asset quality warrants close attention. Its non-performing loan ratio stood at 0.96% at the end of 2024, 1.06% at the end of 2025, and 1.25% at the end of June 2026 — a persistent upward trend. Meanwhile, its provision coverage ratio declined consecutively from 322.71% to 272.23% to 218.12% over the same periods.

In a comparative context, among the ten listed rural commercial banks on the A-share market as of the end of June 2026, eight had lower non-performing loan ratios than Beijing Rural Commercial Bank, including Chongqing Rural Commercial Bank (601077.SH) and Shanghai Rural Commercial Bank (601825.SH), both of which have larger asset bases.

Notably, Beijing Rural Commercial Bank, which first decided to establish an IPO leadership team back in 2011, remains stuck in the initial public offering guidance phase. According to the 36th progress report on its IPO guidance disclosed by CICC, during the second quarter of 2026, the guidance institution focused on reviewing the bank's historical evolution, verifying its financial records, conducting supplementary due diligence, tracking the implementation of corrective actions for issues identified during due diligence, supervising standardized operations, and delivering training sessions.

Whether this latest regulatory penalty for multiple violations will add further uncertainty to Beijing Rural Commercial Bank's already prolonged road to listing remains to be seen.
