Hunan Province Announces Fourth Regulatory Cycle Transmission and Distribution Tariffs: Residential and Agricultural Electricity Rates to Remain Unchanged

On July 31, the Hunan Provincial Development and Reform Commission issued a notice regarding the transmission and distribution tariffs and related matters for the province's power grid in the fourth regulatory cycle.

The notice specifies that residential and agricultural electricity consumption will continue to follow the current catalog sales electricity price policy.

The specific transmission and distribution tariff levels for each voltage level in the fourth regulatory cycle are detailed in the attached schedule.

Power grid companies are required to strictly implement the approved transmission and distribution tariffs, collect and compile basic data related to tariffs—including assets, expenses, revenues, transmission and distribution sales, loads, user connection capacity, line loss rates, and investment plan completion progress—for each voltage level, and submit a report to the Commission's Price Adjustment Department by the end of May each year.

The notice takes effect from August 1, 2026. Any existing policies that conflict with this notice shall be superseded by its provisions.
