Qinghai Strengthens Full-Process Management of Agricultural Product Quality Compliance Certificates

Qinghai Province has announced new measures to intensify oversight of quality and safety compliance certificates for agricultural products.

The provincial Department of Agriculture and Rural Affairs, in collaboration with the Market Supervision and Administration Bureau, has issued a joint notice to enhance regulatory enforcement in this area.

The initiative aims to fully establish accountability for product quality and safety, effectively linking production standards with market entry requirements.

Through standardized management, strict law enforcement, and targeted campaigns, the province seeks to significantly improve the overall level of quality and safety control for agricultural goods.

The regulatory focus will be on two critical stages: the issuance of certificates and the sales process.

Agricultural authorities will prioritize investigating issues such as failure to issue required certificates, incomplete or false information on certificates, forgery of certificates, and issuing certificates despite the use of prohibited substances.

Market supervision departments will strictly examine market operators and sellers for non-compliance with verification systems, improperly issuing certificates on behalf of others, and failing to retain purchase documentation.

Entities found in violation will be ordered to rectify the issues and face administrative penalties in accordance with the law.

Cases suspected of criminal activity will be promptly transferred to public security authorities, with related penalty information also being incorporated into the credit system for joint disciplinary action.

The scope of mandatory compliance certificate management has been explicitly defined to include vegetables, fruits, live poultry and livestock, poultry eggs, and farmed aquatic products.

Slaughtered livestock and poultry products must be accompanied by meat quality inspection certificates as per regulations.

The province will uniformly adopt the certificate format stipulated by the Ministry of Agriculture and Rural Affairs, prioritizing the promotion of QR code-based digital issuance.

This approach will integrate compliance certificates with traceability labels, enabling consumers to scan for origin information and verify product details.

To facilitate compliance,便民开证服务点 will be established at township-level supervision service stations and major agricultural product trading markets across the province.

These service points will provide farmers with free rapid testing and guidance on certificate issuance procedures.
