Liu Qiangdong Proposes 90% "Windfall Tax" on Tech Monopolies: Microsoft, Apple, and Facebook Should Contribute to Public Infrastructure

At the 2025 World Internet Conference Wuzhen Summit on November 7, JD.com founder Liu Qiangdong delivered a keynote speech addressing the issue of technological monopolies and excessive profits.

Liu stated, "Tech giants like Microsoft, Apple, and Facebook—companies that generate massive revenues through technological monopolies—should pay a 90% 'windfall tax' to the U.S. government for public infrastructure development."

He emphasized that such taxation could help redistribute wealth generated by market dominance toward societal benefits. The proposal highlights growing concerns about the concentration of power and profits in the hands of a few dominant tech firms.
