Sichuan Province has officially issued a five-year work plan aimed at promoting the development of small and medium-sized enterprises, targeting a significant increase in specialized, refined, distinctive, and innovative SMEs.
The Department of Economy and Information Technology of Sichuan Province recently formally released the "Sichuan Province Work Plan for Promoting the Development of Small and Medium-Sized Enterprises (2026-2030)."
The plan proposes that by 2030, the province aims to add a cumulative total of 6,000 industrial enterprises above designated size over five years, reach 20,000 innovative SMEs, 7,000 specialized, refined, distinctive, and innovative SMEs, 700 specialized, refined, distinctive, and innovative "little giant" enterprises, and 40 national-level characteristic industrial clusters for SMEs.
The plan calls for improving the cultivation system for technology-based and innovative SMEs, specialized, refined, distinctive, and innovative SMEs, and specialized, refined, distinctive, and innovative "little giant" enterprises.
It proposes establishing a two-way discovery mechanism for potential enterprises both inside and outside a high-quality enterprise database, and conducting intelligent diagnostics and specialized empowerment.
It supports the upgrading of the Chengdu Specialized, Refined, Distinctive, and Innovative Enterprise Empowerment Center, and seeks to build a national specialized, refined, distinctive, and innovative empowerment center (Sichuan) jointly with the ministry and the province.
A development index for specialized, refined, distinctive, and innovative enterprises will also be compiled.
At the same time, the plan will explore leapfrog development for key provincial-level specialized, refined, distinctive, and innovative SMEs, and strengthen the application, recommendation, and follow-up services for key "little giant" enterprises.
The plan specifies that the number of specialized, refined, distinctive, and innovative SMEs should increase from 6,010 in 2025 to 7,000 by 2030.
