The Ministry of Industry and Information Technology has released an action plan focused on integrating artificial intelligence with software, aiming to boost collaborative innovation within the open-source ecosystem.

According to the newly issued implementation plan, the initiative seeks to leverage national-level open-source foundations and AI communities to encourage businesses to share outcomes related to intelligent programming, software product intelligence, and intelligent agents.

Key support will be directed toward major open-source projects making their debut within these communities, with dedicated open-source zones being established for fields like intelligent operating systems. The plan also emphasizes the importance of strengthening the application and compliance guidelines for independent open-source licensing agreements.

A mechanism will be developed to select and nurture high-quality open-source projects, while also promoting the exploration of diversified business models. A key goal is to facilitate the deep application of these projects across sectors such as manufacturing and finance.

To further incentivize participation, the plan aims to improve reward systems for open-source contributions. This includes backing universities, research institutions, and enterprises to formally recognize such contributions within their academic evaluation and talent recognition criteria. Additionally, open-source contributions may be explored as a significant reference metric for identifying high-quality small and medium-sized enterprises in the software sector.
