Two Departments Issue Joint Plan to Deploy Safety and Emergency Equipment in Key Sectors Including Transportation

China's Ministry of Industry and Information Technology, along with the Ministry of Emergency Management, have jointly released the 15th Five-Year Plan for the Development of the Safety and Emergency Equipment Industry. This plan mandates the widespread application of safety and emergency equipment across key sectors such as transportation, aiming to substantially improve the intrinsic safety level of various industries while enhancing disaster prevention, mitigation, and relief capabilities.

The plan sets a target for 2030, anticipating significant improvements in the scale, technological level, product quality, and depth of application of the safety and emergency equipment industry. It aims for the core sectors to reach an industrial scale of 1.4 trillion yuan, the establishment of 10 highly competitive industrial clusters, and the creation of 70 specialized industrial parks for safety and emergency equipment.

Regarding the enhancement of equipment's practical effectiveness, the plan emphasizes deploying real-world application scenarios in key industries like industry, energy, mining, construction, and transportation. This approach is designed to test and iteratively optimize equipment performance under actual accident and disaster conditions, verifying reliability, environmental adaptability, and human-machine synergy. The goal is to efficiently align technological supply with complex application environments.

The plan specifically requires promoting intelligent anti-collision systems, safety protection and monitoring systems for maritime facilities, intelligent maritime search and rescue equipment, intelligent monitoring systems for oil spills, collection and disposal equipment for chemical water leaks, maritime navigation and positioning systems, marine high-pressure water mist fire suppression systems, and intelligent emergency management systems for ship and offshore facility safety and search and rescue scenarios.

Furthermore, for transportation processes, accident rescue, and infrastructure construction and maintenance across road traffic, port waterways, rail transit, and civil aviation, the plan calls for deploying monitoring and early warning devices for traffic infrastructure safety and engineering construction, traffic safety protection systems and devices, active and passive vehicle safety devices, bridge collision warning devices, unmanned inspection and intelligent rescue equipment for roads and tunnels, intelligent ship monitoring and collision prevention systems, port major hazard monitoring and early warning systems, and firefighting and rescue equipment for new energy and clean energy vessels.
