Liaoning and Hebei Launch Joint Fishery Safety Enforcement in Border Waters

To combat various illegal and non-compliant fishing activities, prevent and mitigate maritime safety risks, and maintain stable fishery production order in key sea areas, the Provincial Ocean and Fishery Administrative Law Enforcement Corps, in conjunction with the Hebei Provincial Ocean Fishery Law Enforcement Corps, initiated a joint maritime fishery safety enforcement operation in the border waters of Liaoning and Hebei provinces starting in December.

This joint enforcement action specifically targets illegal activities by gillnet fishing vessels, focusing on violations such as insufficient certified crew members, vessels and crew operating without proper permits, and negligence in watchkeeping during maritime operations. It also aims to severely crack down on illegally transporting passengers, unauthorized modifications to vessel structures or changes in operation types, and the illegal act of arbitrarily turning off, damaging, or dismantling communication and navigation equipment like the Beidou Satellite Navigation System and the Automatic Identification System (AIS). Furthermore, a comprehensive investigation and rectification effort is underway against serious offenses that disrupt maritime fishery production order, including operating across designated sea zones, failing to report port entries and exits as required, overloading, exceeding designated operating zones and wind limits, fleeing the scene of maritime accidents, and not monitoring VHF radio.

During the operation, law enforcement forces from the two provinces coordinated closely and worked in concert, resulting in the seizure of three fishing vessels suspected of violations. Currently, all involved vessels have been officially placed under investigation according to the law, and the cases are undergoing further processing. This enforcement action has effectively deterred illegal fishing activities in the border sea areas, enhanced the efficiency of maritime fishery safety production supervision, and laid a solid foundation for safeguarding maritime fishery production safety and maintaining the stability of the fishery order in the region.
