HKGAI Unveils Global Strategy for Large Model Deployment, Aims to Foster Sustainable Sovereign AI Ecosystems Worldwide

The Hong Kong Generative AI Research Centre (HKGAI) has announced the launch of its "HKGAI Large Model Global Strategy" at the 2026 World Artificial Intelligence Conference (WAIC 2026). The initiative aims to leverage Hong Kong's unique position as a "super-connector" to establish a bridge for China's AI research achievements and solutions to reach the global stage.

HKGAI plans to collaborate with international partners, drawing on its expertise in model development, knowledge systems, applications, security governance, and talent cultivation. The goal is to jointly build a secure, trustworthy, and sustainable sovereign artificial intelligence ecosystem.

Looking ahead, HKGAI has outlined a blueprint for international cooperation. This includes vigorously promoting the implementation and application of its V3 large model and accelerating the large-scale deployment of domestically produced chips. These efforts are designed to comprehensively serve the needs of government institutions and enterprises within the Greater Bay Area, solidify the technological foundation, and create replicable, scalable benchmark experiences.

Furthermore, guided by international market demand, HKGAI will utilize the WAICO multilateral cooperation platform and the framework of the "Artificial Intelligence Cooperation and Development Action Plan." It will provide customized "AI City" solutions for various countries, promoting the application and empowerment of Chinese AI technology across sectors such as science, manufacturing, healthcare, education, agriculture, and governance.

Professor Guo Yike, Chief Vice-President of The Hong Kong University of Science and Technology and Director of HKGAI, emphasized that HKGAI uses Hong Kong as its base. Through its self-developed large models, it transforms Hong Kong's research outputs, computing power, and governance experience into exportable solutions to assist the world in accelerating its AI transformation.

He stated that HKGAI is committed to collaborating with global partners to explore AI pathways that balance security, trust, and sustainable development. The centre aims to serve as an effective bridge for international cooperation, contributing to the advancement of smart city development worldwide.
