Jilin Aims to Build a Cross-border E-commerce Hub with 20 Billion Yuan Projects to Boost Local Products' Global Reach

Building upon an average annual growth rate of 68.5% in cross-border e-commerce during the "14th Five-Year Plan" period, Jilin Province has proposed a doubling project for the sector in its "15th Five-Year Plan." As one of the two 20-billion-yuan-level projects within the province's trillion-yuan foreign trade increment plan for the "15th Five-Year Plan," Jilin will advance the construction of a Northeast Asia cross-border e-commerce hub by establishing a multi-dimensional logistics system, fostering industrial clusters, and deepening international cooperation.

It was announced at a press conference held by the Jilin Provincial Government Information Office that Jilin will coordinate the use of various transportation methods, including China-Europe freight trains, TIR international road transport, and multimodal transport, while encouraging the launch of international cargo charter flights to comprehensively build a multi-dimensional "highway-rail-air-sea" logistics system.

Sheng Xiaoru, Director of the Jilin Provincial Department of Commerce, stated that the province will implement an enterprise gradient cultivation plan, supporting various traditional foreign trade and manufacturing enterprises in transitioning online, with a focus on nurturing a group of leading enterprises and benchmark sellers. Simultaneously, the province will attract global cross-border e-commerce platforms, marketing services, logistics and distribution providers, and other full-chain service providers, construct provincial-level cross-border e-commerce industrial parks, and create industrial carriers integrating comprehensive services, product selection, and incubation.

The province is coordinating the advancement of cross-border e-commerce comprehensive pilot zones and retail import pilot projects, promoting the differentiated and specialized development of four national-level cross-border e-commerce comprehensive pilot zones in Changchun, Jilin, Hunchun, and Yanji, and actively supporting eligible regions in applying for a new batch of comprehensive pilot zones. In terms of business model innovation, the development of cross-border e-commerce new retail is encouraged, supporting enterprises in conducting businesses such as drone delivery, bonded warehouse livestreaming, and O2O bonded display.

To deepen the integration of industry and e-commerce, Jilin will focus on local advantageous industries such as automobiles and parts, optoelectronic information, biomedicine, hosiery, and textiles, continuously carrying out the "Digital Chain Global, Jilin Products Going Global" series of promotional activities. The province plans to build ten distinctive cross-border e-commerce industrial belts and enhance the penetration rate of cross-border e-commerce in these advantageous industries. Support will be provided for enterprises to engage in overseas trademark registration and international certification, cultivating a group of influential "Jilin-brand" cross-border e-commerce brands to drive product exports from scale-based to brand-based upgrades.

Sheng Xiaoru introduced that leveraging its unique geographical advantages, the province will amplify its channel advantages with Russia and cultural advantages with South Korea, deepening cooperation with e-commerce platforms such as Russia's Wildberries (WB), Ozon, and South Korea's Coupang. The aim is to attract these platforms to establish border warehouses, consolidation warehouses, and stockpiling warehouses in Jilin, strengthening the coordinated development of "border warehouses + overseas warehouses," and striving to build a nationally leading cross-border e-commerce growth belt oriented towards Russia.
