The Changjiang Waterway Administration (referred to as "CW Administration") convened a promotion meeting for the high-quality development of Yangtze River shipping in 2026 on July 24 in Chongqing.

The meeting thoroughly implemented the spirit of the 20th National Congress of the Communist Party and its plenary sessions, earnestly carried out the Ministry of Transport's semi-annual work deployment, summarized achievements, analyzed the current situation, clarified the strategic direction, and outlined the next phase of work.

CW Administration Director Liu Liang addressed the meeting, while Party Secretary Cao Jianghong presided over it. Discipline Inspection Secretary Bao Yufeng and Deputy Director Cai Haiwei attended the event.

The meeting pointed out that this year marks the beginning of the "15th Five-Year Plan" period. The CW Administration system, in accordance with the Ministry's Party group decisions and deployments, adhered to the "145" overall high-quality development strategy and the "131" smart Yangtze River construction path. Through scientific planning and rigorous implementation, various tasks progressed steadily with improvements in quality.

In the first half of the year, the Yangtze River golden waterway operated smoothly and orderly, with an overall stable safety situation. Planning and construction accelerated, the four developments were continuously strengthened, the smart Yangtze River gained strong momentum, the governance system was constantly improved, and Party building provided leadership and direction.

The meeting emphasized that to advance the work of the "15th Five-Year Plan," it is crucial to grasp the main line and achieve "three overall coordination." First, coordinate the "15th Five-Year Plan" with high-quality development goals. High-quality development is the basic theme, while the "15th Five-Year Plan" serves as the construction blueprint.

Second, coordinate the Ministry of Transport's "one network, four modernizations" requirements with the specific practices of Yangtze River shipping. This involves taking safety as the bottom line, green development as the direction, intelligence as the engine, and integration as the link, working in synergy and advancing as a whole.

Third, coordinate the pursuit of tangible achievements through hard work with the establishment of benchmarks through innovation. This requires scientific decision-making and genuine effort, building platforms for digital information, technological innovation, and exchange cooperation. It involves strengthening leadership in standards, technology, and products, deepening efforts in practice, and achieving breakthroughs in innovation to steadily advance the high-quality development of Yangtze River shipping.

The meeting indicated that the coming period is a critical phase for implementing the "15th Five-Year Plan" and an important time for achieving a comprehensive leap in the high-quality development of Yangtze River shipping.

The CW Administration system must consolidate internal and external forces, firmly uphold the safety production bottom line, accelerate the implementation of major engineering projects, strive to create pilot models for a transportation powerhouse, accelerate the green and low-carbon transition, systematically build a smart ecological system, continue to ensure smooth and unobstructed waterways, orderly carry out transportation structure adjustments, scientifically improve management capabilities, deeply advance comprehensive strict Party governance, and fully complete all target tasks.

The meeting called on all cadres and workers to unify their thinking and actions with the meeting's deployment. They should anchor the "15th Five-Year Plan" goals, clarify key tasks, and strictly implement the work. This ensures that all deployments take root and all tasks are successfully completed, delivering an excellent answer sheet for the high-quality development of Yangtze River shipping through tangible work results.

The meeting also concurrently held the CW Administration's meeting for the transportation powerhouse construction leadership group, the "15th Five-Year Plan" compilation leadership group, and the network information leadership group. It publicized the "Changjiang and Zhujiang Waterways Development '15th Five-Year Plan" and reported on the progress of the CW Administration system's smart Yangtze River construction.

At the meeting, units within the CW Administration system exchanged views. The meeting also honored the 2026 CW Administration Science and Technology Innovation Awards and presented awards and plaques to leading talents and innovation teams.

Before the meeting, representatives observed and exchanged views on situations including Chongqing's smart waterways, port services, ship-bridge collision prevention, and maritime supervision.
