Hainan province is advancing a quality-focused enterprise initiative to build a solid foundation for high-quality development in its free trade port. The province has achieved substantial progress in cultivating high-quality small and medium-sized enterprises, with 1,329 innovative SMEs, 600 specialized and sophisticated SMEs, 17 "little giant" firms, and one single-product champion enterprise nurtured through a tiered development system.

Deep integration of industry, academia, and research has resulted in the establishment of six national-level research platforms, 17 modern industrial colleges, and 42 joint postgraduate workstations. Vocational institutions have formed deep partnerships with over 1,800 enterprises across 11 key industrial parks, supplying high-quality skilled talent to businesses.

Hainan's market regulatory authority has implemented comprehensive measures to strengthen enterprises through top-level planning, policy coordination, technical support, integrated services, and brand development. The provincial government has issued policies including "Guidelines for High-Level Quality Development in Hainan Free Trade Port" and established a high-level coordination mechanism for quality advancement.

Leading enterprises like Jinpan Technology have driven innovation through substantial R&D investment, focusing on intelligent and green power equipment upgrades. The company has developed a "standardized basic products + high-end customized products" matrix through technological innovation, earning global market recognition and inclusion in China's national quality leader cultivation program.

China Southern Power Grid's Haikou Branch has overcome technical challenges in operating China's first 500kV submarine cable project across the Qiongzhou Strait. The company established a comprehensive quality control system addressing organizational models, professional systems, talent development, and technological breakthroughs, winning recognition at the China Quality Award.

Hainan has formed a tiered enterprise development model with quality award winners as leaders and specialized SMEs as emerging forces. The province has promoted quality improvements across 17 industrial chains, cultivating 79 chain-leading enterprises and 4,845 chain partners. Sixteen characteristic industrial clusters have been established, including four at national level.

Hainan Nuclear Power Company exemplifies the province's quality achievements, with its two units maintaining continuous safe operation for over 2,500 days and generating over 90 billion kWh of electricity. The company has maintained perfect scores on the World Association of Nuclear Operators' performance indicators for six consecutive years.

The provincial government has enhanced its quality award system through revised management measures, recognizing six organizations in the latest awards and including 105 enterprises in its quality cultivation program. Financial support includes a specialized "Quality Loan" program that has disbursed 17.2 billion yuan, along with quality insurance products and 656 million yuan in investment and technological upgrade rewards.

Technical infrastructure development includes 15 quality innovation consortiums addressing 81 technical bottlenecks, 27 quality service platforms serving over 5,000 enterprises, and equipment sharing platforms. The province has also strengthened corporate quality management through chief quality officer systems, training over 1,200 professionals, and conducted quality improvement services for 536 SMEs, reducing metrology costs by 2.79 million yuan.

Administrative efficiency improvements have streamlined 39 key services, reducing required materials by 74.73%, procedures by 82.8%, processing time by 83.61%, and applicant visits by 98.03%, with integrated processing exceeding 95%.

As Hainan begins its 15th Five-Year Plan period, the province will implement the national Quality Power Development Strategy through innovative methods, cultivating quality benchmarks to support enterprises in pursuing excellence and providing quality support for free trade port development.
