Ministry of Industry and Information Technology Launches "Millisecond Computing" Initiative to Enhance Network Access to Millisecond-Level Computing Resources in Urban Areas

The Ministry of Industry and Information Technology (MIIT) announced on October 16 that it has initiated a special action plan titled "Millisecond Computing" to focus on the development of computing power networks. The initiative aims to construct a high-capacity, low-latency, and widely accessible urban network, providing network capabilities that enable millisecond-level computing resources. This includes achieving millisecond interconnection (less than 1 millisecond) between computing centers, enabling millisecond access (less than 1 millisecond) to computing resources at key locations, and ensuring that application endpoints can achieve millisecond reachability (network latency of less than 10 milliseconds). This special action aims to promote collaboration across industry players to facilitate smooth access channels for millisecond computing. By 2027, the plan is expected to establish a system of efficient, widespread millisecond computing network capabilities across the nation.

The initiative includes several components:

1. **Promoting "Millisecond Interconnection for Computing Centers"**: This involves enhancing the interconnection architecture between computing centers, creating a layered and interconnected network, and deploying high-performance networks to achieve a latency of less than 1 millisecond by 2027 for medium and larger computing centers. The deployment rate of optical transmission systems with capacities of 400 Gbps and above should reach at least 50% by 2027.

2. **Enhancing "Millisecond Access to Computing Resources"**: The plan aims to improve the network layout for accessing computing resources in critical locations. This involves expanding the deployment of optical network equipment to access points and industrial parks, thus creating a low-latency connection capability within the urban environment.

3. **Facilitating "Millisecond Reachability for Computing Applications"**: The focus will be on optimizing network latency between application terminals and servers within computing centers, developing new network protocols, and deploying technologies to enhance performance. The goal is to achieve a one-way network latency of less than 10 milliseconds by 2027.

The MIIT has outlined requirements for local governments to identify cities with dense computing resources and strong networks as implementation areas, collect data from telecommunications companies, and report progress regularly. By the end of the special action, local authorities will summarize and report their findings to ensure the objectives are met and to share advanced experiences in promoting the initiative.
