A comprehensive strategy combining intellectual property pledge financing, geographical indication cultivation, patent navigation, and dedicated specialist services has been implemented, driving a transformation of intellectual property from mere "quantitative accumulation" to "qualitative leap."
During the first half of the year, Yangquan Valve Co., Ltd., Shanxi Dingkunyuan Pharmaceutical Co., Ltd., Shanxi Lvde Agricultural Technology Co., Ltd., and Shanxi Guanlin Agricultural Technology Co., Ltd. successfully completed intellectual property pledge financing, with a cumulative amount reaching 33.62 million yuan.
The Municipal Market Supervision Administration has been consistently organizing intellectual property pledge financing bank-enterprise matchmaking activities under the "entering parks and benefiting enterprises" initiative. These efforts have established a regular platform for government-bank-enterprise cooperation, precisely identifying innovative enterprises' financing needs, providing personalized one-on-one assistance, and guiding companies to convert intangible assets such as patents and trademarks into usable financing capital.
This inflow of "financial water" has effectively alleviated pressure on enterprises' working capital turnover, successfully transforming intellectual property from "innovation content" into "tangible value." Shanxi Guanlin Agricultural Technology Co., Ltd. stands as a direct beneficiary of this policy. In May this year, the company obtained 9.12 million yuan in pledge financing using both its patent rights and trademark rights. Zhang Huaijun, the company's chairman, stated that these funds will be allocated toward production, operations, and working capital needs, turning "intellectual assets" into "real money." He emphasized that this policy has provided tremendous support for business development.
In terms of intellectual property application and transformation, the Municipal Market Supervision Administration has actively guided three enterprises to apply for provincial-level patent micro-navigation projects. Through professional service systems, these projects systematically map out enterprise technology research and development trajectories, precisely identify patent portfolio layouts, legal compliance issues, and market operational risks, thereby providing a scientific decision-making foundation for subsequent core technology breakthroughs and patent barrier avoidance strategies.
In February of this year, "Guanshan Forsythia Tea" was successfully selected as a provincial-level geographical indication application promotion project, establishing itself as a representative example of regional specialty brand development. At the foundational service level, the Municipal Market Supervision Administration has continuously optimized trademark business processing procedures, enabling market entities to handle procedures "within the city without traveling far." Thus far this year, the city has processed more than 100 trademark applications.
Additionally, the city has proactively coordinated with the Shanxi Provincial Intellectual Property Protection Center and the Taiyuan Office of the National Patent Office. Intellectual property special representatives have been introduced to provide on-site guidance services, and the dedicated specialist system has been strictly implemented. Relevant personnel have been organized to participate in intellectual property specialist examinations, further strengthening the grassroots intellectual property service team and comprehensively enhancing the overall efficiency of intellectual property services throughout the city.
