"Transitioning from a sole proprietorship to an enterprise has enabled us to achieve leapfrog development, thanks to Harbin's improving business environment," said Qi Guangxin, Medical Administration Director of Harbin Heshan Hospital Co., Ltd. (hereinafter referred to as Heshan Hospital), on November 26. It has been three years since the hospital completed its transformation, during which it not only expanded its medical talent pool but also secured its first cooperative orders. As a representative case of "sole proprietorship-to-enterprise" transformation in Daoli District, Heshan Hospital's journey exemplifies the mutual benefits of policy incentives and corporate growth.
Originally established in 2017 as an individual clinic, Heshan Hospital faced limitations due to its sole proprietorship status. "Back then, we had a small medical team and lacked specialized services. However, we realized our growth was increasingly constrained by our legal identity," Qi explained. The hospital's credibility in the market was questioned, and potential partners often withdrew interest upon learning it was a sole proprietorship. "We couldn’t bid for certain projects, and even loan applications were less favorable," he added.
The turning point came during a routine visit by the Daoli District Market Supervision Bureau. After understanding Heshan Hospital's challenges, officials provided hands-on guidance to facilitate the transition. "They helped us prepare documents and streamlined the process, eliminating the need to shuttle between departments," Qi noted. In 2022, with regulatory support, the hospital successfully converted into an enterprise. Post-transformation, authorities continued to offer policy updates and address queries through follow-ups.
The shift brought immediate benefits. Heshan Hospital was approved as a Grade-A private hospital in Harbin, expanded its departments, attracted more professionals, and gained market recognition. "As an enterprise, we can now bid for projects and receive unsolicited partnership offers," Qi remarked.
Further guided by regulators, the hospital registered its trademark in 2022, enhancing brand influence. "While sole proprietorships can also register trademarks, an enterprise identity adds greater value and supports long-term growth," Qi emphasized.
Heshan Hospital's transformation reflects Harbin's broader efforts to bolster private businesses. The Market Supervision Bureau has implemented measures like policy briefings, one-stop services, and follow-ups to ease the transition process, enabling enterprises to thrive unburdened.
