City Development Embraces 'Smart Growth' in Lu'an

Since 2025, Lu'an City has actively implemented the "smart growth" concept, focusing on planning guidance, three-dimensional development, and efficient land use to shift urban expansion toward qualitative improvement. Over the year, the land use area per unit of GDP decreased by 5.04%, marking the fifth consecutive year of reductions exceeding 5%, highlighting significant achievements in land conservation.

Refined management has optimized spatial layouts. The city initiated municipal-level territorial spatial planning evaluations and annual maintenance of master plans, using planning assessments to improve land-use arrangements. A mechanism linking new construction land allocation with the revitalization of existing land reserves was implemented to reasonably control urban growth boundaries. Enhanced data support from land change surveys and monitoring, along with six rounds of unannounced inspections, ensured full municipal-level verification, with survey quality consistently ranking among the top tier in the province.

Three-dimensional development has expanded usable space. Special plans for underground space utilization and utility tunnels were formulated and put into action, planning for 1.44 million square meters of underground parking facilities, 301,920 square meters of public buildings such as underground commercial spaces, and 103.57 kilometers of utility tunnels. A pilot scheme for three-dimensional eco-residential projects was introduced, incorporating policies such as excluding rooftop gardens from floor area ratio calculations and capping the ratio for pilot projects at 1.6, thereby elevating residential quality.

Efficient land use has benefited residents. A tailored approach was adopted for the composite use of scattered, underutilized land, resulting in over 30 public service facilities like eco-friendly parking lots and pocket parks. This added 2,465 public parking spaces and increased the green coverage rate in the city center by approximately 0.3 percentage points. Throughout the year, 12,900 mu of approved but unallocated land and 2,300 mu of idle land were processed, with 4,500 mu of inefficient land revitalized, supporting high-quality urban development through intensive land use.
