Beijing Sets Sights on Becoming a Global Pioneer in Intellectual Property Innovation and Development

Beijing has issued the Intellectual Property Development Plan for the 15th Five-Year Plan period, outlining ambitious goals to establish itself as a leading demonstration city for intellectual property strength.

The plan states that by 2030, Beijing aims to essentially complete its transformation into a demonstration city for intellectual property strength, achieving substantial improvements in overall intellectual property capabilities with steadily rising international influence and competitiveness. By 2035, Beijing seeks to complete high-quality construction of this demonstration city, becoming a global pioneer in intellectual property innovation and development, a high-level talent hub, a distribution center for quality resources, a preferred venue for dispute resolution, and a new highland for value realization.

The plan proposes that by 2030, Beijing should possess approximately 240 high-value invention patents per 10,000 people, with invention patents in core digital economy industries accounting for 61% of the city's total valid invention patents. Valid green and low-carbon technology invention patents are targeted to reach 49,000, and the added value of patent-intensive industries should represent about 28% of the regional GDP.

During the 15th Five-Year Plan period, Beijing will promote coordination and linkage between intellectual property policies and those concerning education, science and technology, talent, industry, and finance. The city will improve trade secret protection mechanisms, explore and refine intellectual property protection rules in fields such as big data, artificial intelligence, algorithms, open-source models, and biological genes, establish and perfect a foundational data intellectual property rules system, and strengthen online copyright protection mechanisms. Additionally, Beijing will enhance protection and benefit-sharing mechanisms for traditional knowledge and folk literature and art, reinforce intellectual property protection in areas such as intangible cultural heritage and traditional Chinese medicine, and explore the establishment of institutional norms for geographical indication protection and management.

Beijing will also strengthen region-specific intellectual property development. Support will be given to Dongcheng District and Xicheng District in advancing systematic protection of the Central Axis cultural heritage, reinforcing the inheritance, protection, and innovative development of time-honored brands, and cultivating more trendy domestic brands. Xicheng District will be supported in building a cycle ecosystem integrating technology, industry, and finance, with encouragement for innovation in intellectual property financial products. Haidian District will be supported in deepening its construction as a highland for intellectual property protection and promoting efficient commercialization of intellectual property. Chaoyang District and Fengtai District will receive support to accelerate the construction of the Beijing International Legal and Commercial Integration Demonstration Zone, clustering high-level foreign-related intellectual property service institutions. Shijingshan District will be supported in focusing on industries such as artificial intelligence and science fiction to form a batch of independent and controllable patent portfolios.

To promote the realization of intellectual property value and continuously empower the real economy, Beijing will improve intellectual property service mechanisms for national laboratories, new-type research and development institutions, and related entities. The city will support the simultaneous formulation of intellectual property layout and utilization strategies when basic research and major technological breakthrough projects are initiated, cultivating a batch of original, foundational patents and high-value patent portfolios that address common technical challenges, possess industry-leading advantages, and are oriented toward frontier fields. Meanwhile, through intellectual property capability enhancement programs for small, medium, and micro enterprises, Beijing will support and guide these enterprises in establishing intellectual property management systems suited to their development stages. The city will conduct targeted one-on-one intellectual property services for such enterprises, strengthen efficient and precise matching between patent technologies from universities and research institutions and these enterprises, and address their patent transformation funding needs through multiple channels.

The Municipal Intellectual Property Office stated that the plan prioritizes reform measures closely related to enterprises and innovation entities, including promoting the realization of intellectual property value, creating a first-class business environment through efficient protection, empowering high-quality public services through digital and intelligent transformation, and enhancing high-level cooperation and opening-up, while striving to highlight Beijing's distinctive characteristics.
