Since 2026, market supervision authorities in Rizhao have continued to strengthen safety supervision and enforcement regarding special equipment, cracking down on illegal and non-compliant activities in this field. Three cases are now being published as follows:

Case 1: Juxian Yuxing Liquefied Gas Station Fails to Implement Pre- and Post-Filling Inspection and Record-Keeping System, Fills Cylinders Not Meeting Safety Technical Specifications

Investigation revealed that Juxian Yuxing Liquefied Gas Station failed to implement the required pre- and post-filling inspection and record-keeping system, and filled 30 gas cylinders that did not meet safety technical specification requirements. The party's conduct violated the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China, and the party had already been subjected to administrative penalties twice in recent years for illegal cylinder filling activities. In accordance with Article 85, Paragraph 1, Items 1 and 2 of the Special Equipment Safety Law of the People's Republic of China, the Juxian Market Supervision Bureau imposed an administrative penalty of a fine of 140,000 yuan on the party.

Case 2: Wulian County Jietou Lingqian Liquefied Gas Station Fails to Implement Pre- and Post-Filling Inspection and Record-Keeping System, Fills Cylinders Not Meeting Safety Technical Specifications

Investigation revealed that Wulian County Jietou Lingqian Liquefied Gas Station failed to implement the required pre- and post-filling inspection and record-keeping system, and filled 12 gas cylinders that did not meet safety technical specification requirements. The party's conduct violated the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China. In accordance with Article 85, Paragraph 1, Items 1 and 2 of the Special Equipment Safety Law of the People's Republic of China, the Rizhao Municipal Market Supervision Bureau imposed an administrative penalty of a fine of 60,000 yuan on the party.

Case 3: Wulian Yu'ai Liquefied Gas Station Fails to Implement Pre- and Post-Filling Inspection and Record-Keeping System, Fills Cylinders Not Meeting Safety Technical Specifications

Investigation revealed that Wulian Yu'ai Liquefied Gas Station failed to implement the required pre- and post-filling inspection and record-keeping system, and filled 22 gas cylinders that did not meet safety technical specification requirements. The party's conduct violated the provisions of Article 49, Paragraph 2 of the Special Equipment Safety Law of the People's Republic of China. In accordance with Article 85, Paragraph 1, Items 1 and 2 of the Special Equipment Safety Law of the People's Republic of China, the Rizhao Municipal Market Supervision Bureau imposed an administrative penalty of a fine of 80,000 yuan on the party.
