The Shift from Digital Fame to Creative Value in Short Drama

With over 800 million users and a market exceeding 100 billion yuan in 2025, short drama has become a major force in digital entertainment. However, its future now hinges on storytelling quality rather than mere viewer traffic.

A senior official from the National Radio and Television Administration recently stated that the number of short drama users has surpassed 800 million nationwide, with the market scale breaking the 100 billion yuan threshold in 2025. In the first eight months of this year, 430,000 short dramas were launched, a thirteenfold increase compared to the entire previous year. Notably, AI-generated content accounted for over 90 percent of these productions, demonstrating the widespread application of artificial intelligence in creative workflows.

Starting September 1, the Measures for the Administration of Short Drama Development officially took effect. As China's first departmental regulation systematically governing short dramas, the policy establishes comprehensive rules for production, distribution, and industry growth, while simultaneously encouraging artistic innovation and the adoption of new technologies. This regulatory framework arrives at a pivotal moment when short dramas have evolved from a niche online format into an integral part of daily cultural life for hundreds of millions of viewers.

As production becomes more accessible and the volume of content continues to grow, the industry faces a critical question: what kinds of stories will truly engage and remain memorable for audiences? The answer increasingly demands genuine creative skill rather than simple output capacity.

Throughout this year, supportive and regulatory policies have been steadily refined. The 13th China Internet Audio-Visual Conference launched the "Short Drama Boutique Creation and Communication Program," offering substantial support and greater distribution opportunities for high-quality works. In May, the administration released an implementation plan for this program, setting a target of guiding the production of one thousand outstanding short dramas annually. By June, new management guidelines for AI-generated short dramas were introduced, establishing a classification framework based on subject matter and investment levels to address the rapid integration of AI technology into the sector.

From providing financial incentives to expanding promotional channels and continuously updating rules for emerging technologies, the direction of policy support is becoming increasingly clear. The goal is to maintain creative vitality while nurturing works that can withstand the test of audience scrutiny. Traffic once propelled the rise of short dramas, thanks to mobile internet and short video platforms. AI-generated technology has further lowered entry barriers. However, the competitive landscape is now shifting. With abundant content supply and expanding viewer choices, relying solely on release speed and temporary popularity is no longer sufficient for long-term success. What audiences ultimately remember amid massive content ecosystems are stories with originality and emotionally resonant expression.

The administration official also emphasized that live-action dramas remain the backbone of boutique creation, and substantial financial support should be directed toward ensuring great works achieve both market success and proper returns. A quality production does not merely generate a single click; it builds a lasting reputation that reinforces the industry's confidence in investing in premium content. The transition from chasing temporary "heat" to cultivating enduring "quality" tests an industry's capacity for sustained creative output.

The lasting creativity of short dramas depends on clear and stable rules. The management measures implement classified oversight according to investment scale and genre, with corresponding filing and review procedures. This accommodates the diverse sizes and creative forms within the sector while clarifying where innovation is possible and where compliance boundaries lie. The vitality of short dramas largely stems from the openness brought by lightweight production, with many new themes and expressions emerging through continuous experimentation. Clear regulations reduce uncertainty in the creative process, allowing creators to focus more energy on content itself and providing a structured path for novel attempts.

Quality works also need to be seen. The "Short Drama Boutique Creation and Communication Program" implemented this year promises dedicated homepage entries and priority recommendations to safeguard distribution resources for premium content. Boutique development is not solely a creation-side concern; the distribution end must also provide sufficient space for quality material. A healthy content ecosystem requires both the ability to produce excellent works and the capacity to bring them before audiences. When quality content gains more opportunities to reach viewers, traffic can be converted into positive forces that encourage creativity and reward excellence.

Technological advances have made image production more convenient, while the "short drama plus" model has brought more real-life scenarios into the creative scope. Once production barriers are lowered, the real differentiator between works becomes creativity and content itself. With its substantial user base and strong production capacity, short dramas have already established a significant cultural footprint. As a vibrant manifestation of new popular culture deeply embedded in daily life, the format must ultimately win audiences through one quality work after another. The journey from "traffic dividends" to "creative dividends" means transforming established production scale into sustained capacity for producing masterpieces, allowing more stories with authentic life texture and emotional warmth to emerge, and converting market enthusiasm into lasting cultural influence.
