According to a recent agreement, a joint venture will be established between Shaanxi Hydrogen Energy Industry Development Co., Ltd. (hereinafter referred to as Shaanxi Hydrogen Energy) and the local government of Dingbian County in Yulin City, Shaanxi Province. The partnership aims to build a full-industry-chain base for green hydrogen, encompassing production, storage, transportation, refueling, and application. The total investment for the project is expected to reach 30 billion yuan, with an initial investment of approximately 1.5 billion yuan.

The project will leverage the area's abundant wind and solar resources and existing industrial foundation. The initial phase involves constructing a green hydrogen production facility with an annual capacity of 12,000 tonnes, supported by renewable energy sources and electrolysis. By the end of 2030, the plan includes establishing three to five hydrogen refueling stations or integrated hydrogen-electric-oil energy stations within the county, gradually covering major industrial zones and transport corridors.

In later stages, the project will incorporate facilities for converting green hydrogen into green ammonia and green fertilizers. Additionally, it will explore industries such as blending hydrogen into natural gas pipelines and transporting hydrogen via pipelines. Shaanxi Hydrogen Energy, established on December 31, 2022, is a state-owned energy enterprise directly managed by the Shaanxi Provincial State-owned Assets Supervision and Administration Commission. With a registered capital of 2.283 billion yuan and headquartered in Yulin, Shaanxi, its core business covers hydrogen technology, hydrogen production, hydrogen equipment, hydrogen applications, hydrogen finance, and hydrogen services. Since entering the hydrogen energy sector, the company has progressively built an integrated industrial development framework for hydrogen production, storage, transportation, fuel cells, and comprehensive applications.
