The offering forms part of the RMB170.00 billion aggregate debt-financing mandate approved at the company’s 2025 annual general meeting, which authorizes domestic and overseas issuances on a rolling basis through the 2026 AGM.

China Bohai Bank Co., Ltd., Bank of Beijing Co., Ltd. and China Construction Bank Corporation acted as joint lead underwriters, coordinating a book-building process to place the securities with institutional investors.

Proceeds will be allocated to general working capital needs, debt structure optimization and repayment of existing bank borrowings and maturing obligations.

The company confirmed that the transaction does not constitute a notifiable or connected transaction under Chapters 14 or 14A of the Hong Kong Listing Rules. The issuance documentation is available on the official websites of China Money (www.chinamoney.com.cn) and Shanghai Clearing House (www.shclearing.com.cn).

The announcement was released in Beijing on 10 July 2026 and signed by Joint Company Secretary Wen Minggang on behalf of the board of Huaneng Power International, Inc.
