City Focuses on Low-Altitude Economy to Build a New Three-Dimensional Logistics Hub

The city is strategically concentrating on the emerging low-altitude economy sector to establish a new three-dimensional logistics hub. To seize the province's strategic opportunities in developing the low-altitude economy and revitalize the resources of the Chengde Airport Airport Economic Zone, a comprehensive "air trunk + land distribution + low-altitude last-mile" smart logistics system is being built.



Chengde Puning Airport is creating a demonstration application scenario for low-altitude smart logistics. This initiative is open for project applications to all types of business entities across the city, including industrial production, specialty agriculture, commercial circulation, comprehensive logistics, medical emergency services, and e-commerce. This effort will further drive the digital and intelligent transformation and upgrade of the city's logistics industry.



Located at the heart of the Airport Industrial Park, Chengde Puning Airport has the inherent advantages to connect the entire industrial chain. This includes air belly cargo trunk transportation, road bulk transfer, and drone terminal precision delivery. The airport can quickly establish an integrated low-altitude logistics distribution network that operates across the city, with both online and offline coordination.



Currently, the airport has established a stable, year-round operational route network. In the future, it will actively seek to add new night cargo routes, such as a Chengde-Shijiazhuang supplementary flight. This will build an all-weather air cargo system with "daytime regular air capacity + nighttime backup transport guarantee", opening a direct national trunk channel for goods and creating a solid upstream air capacity foundation for the city's drone low-altitude terminal freight.



It is understood that all cooperative business entities successfully selected for the airport's low-altitude logistics demonstration projects can enjoy a tripartite collaborative support policy. This support comes from domestic low-altitude professional institutions, municipal state-owned enterprises, and leading technology companies. They will have priority, free access to the core production and operational resources of the Airport Industrial Park.



A limited period of free rent for airspace and sites will be provided. For the supported demonstration enterprises, a special policy support cycle will be established. During this period, the airport will open its dedicated low-altitude flight airspace, the fixed drone take-off and landing points in the Airport Industrial Park, and the standardized storage and sorting area in the park, all free of charge. All related basic site rental fees for the enterprises will be fully waived.



Targeted technical assistance will be provided to benchmark enterprises. The focus will be on offering one-on-one, full-process technical support to benchmark low-altitude cargo enterprises. The collaborating leading tech team will assist the enterprise in selecting the appropriate cargo drone model based on the business scenario and cargo transport characteristics. A professional on-site operation and maintenance team will be established. Once the system is mature and delivered, an integrated low-altitude flight management platform can be directly put into operation, removing operational bottlenecks in enterprise drone cargo transport and ensuring the stable, routine operation of logistics business.



Full-process compliance oversight for low-altitude operations will be ensured. In collaboration with the Municipal Postal Administration and the industry's main regulatory body, selected projects will be uniformly included in the key demonstration project of the Chengde Puning Airport Low-Altitude Logistics Industrial Park. A dedicated task force will assist enterprises in completing compliance procedures, such as obtaining low-altitude flight qualifications and applying for routine flight airspace approval, managing the compliance risks of low-altitude flight operations throughout the entire process.



A customized logistics model will be co-created. Leveraging the airport's mature air cargo capacity and the advantages of local partner enterprises' terminal cargo channels, a differentiated "trunk aviation large capacity + low-altitude terminal point-to-point direct delivery" service model will be jointly developed. This will help local enterprises expand their business scope and enhance their core market competitiveness.



Brand promotion for demonstration benchmarks will be enhanced. Selected projects will be uniformly included in the official benchmark case library of Chengde Puning Airport's low-altitude cargo operations. Through multi-channel publicity and promotion via the government, the airport, and industry platforms, the industry visibility, brand credibility, and regional influence of the cooperating enterprises will be comprehensively enhanced.
