This notification, bearing the document number Fa Gai Neng Yuan [2026] No. 1055, is directed toward the development and reform commissions and energy bureaus of all provinces, autonomous regions, and municipalities directly under the central government, as well as the Xinjiang Production and Construction Corps. It also addresses key state-owned enterprises, including China National Petroleum Corporation (CNPC), China Petroleum & Chemical Corporation (Sinopec), China National Offshore Oil Corporation (CNOOC), and China Oil & Gas Pipeline Network Corporation (PipeChina).
