Pinpointing Efficiency to Strengthen the Social Safety Net

Qiuxian County's Civil Affairs Bureau has centered its efforts on the principle of "securing basics, tightening the net, holding the bottom line, and aiding emergencies." It has consistently lowered the threshold for assistance and optimized workflows, shifting social aid from a "people-seeking-policy" model to a "policy-seeking-people" approach. A dedicated "Qiuxian County Social Assistance Grassroots Service Team" has been established, institutionalizing monthly home visits that last three working days. For those unable to apply for aid independently due to mobility issues or other reasons, the team provides full "help and agency" services according to the individual's wishes. Personalized support plans are crafted for different vulnerable groups, such as helping families struggling with illness apply for temporary assistance and providing targeted support, while coordinating subsidy benefits and accessibility modification projects for disabled households. Public notices for civil affairs aid are placed prominently in village committee offices and updated dynamically, serving both to publicize policies and to provide residents with a clear "transparent account." The Bureau leverages large-scale promotional events and home visits to educate the public on social assistance policies, boosting awareness and coverage to ensure policies reach the grassroots. By streamlining the approval process, the time for reviewing and confirming minimum living standard (dibao) applications has been reduced from 30 working days to 25. A full-process tracking and supervision mechanism for dibao applications has been introduced, with designated personnel monitoring each stage—from acceptance and review to public notification and confirmation—issuing timely alerts for approaching deadlines. A public complaint hotline and a government service hotline are available to handle inquiries, reports, and complaints at any time, effectively preventing applications from stalling and providing greater peace of mind for residents.

Developing a Diversified and Inclusive Elderly Care System

The Qiuxian County Civil Affairs Bureau has built its framework based on resident needs, creating a robust elderly care network that fosters a diversified, accessible, and inclusive service landscape. The management model of the county's central nursing home has shifted from "public operation" to "public construction, private operation," revitalizing existing resources and enhancing professional service levels. Through data-driven processes, the distribution of allowances for residents aged 80 and above has achieved "automatic approval without application." Eight community-based day-care service stations for the elderly are now operational, largely meeting the daily needs of community seniors for group leisure and nursing care. A home-based aging-friendly renovation project has been completed for 315 special-needs elderly households, significantly improving their quality of life. The Bureau has also launched an initiative to upgrade basic home and community elderly care services, establishing over 100 home-based care beds and providing in-home care services to more than 200 families. An elderly meal assistance program is being explored, utilizing a model of "county financial subsidies, village collective support, charitable organization donations, and corporate contributions" to build a shared service network covering urban and rural areas. A professional, practical, and public-interest training platform has been created to regularly empower elderly care workers. Three specialized training sessions for health and care professionals have been conducted, with 34 participants obtaining professional certifications and securing employment in nursing homes or community day-care centers.

Establishing a Dynamic Tracking and Support Mechanism for Child Welfare

To enhance care for vulnerable children, the Qiuxian County Civil Affairs Bureau has launched a "Loving Parents" initiative. Staff from the civil affairs system have been paired with 11 orphans, 90 children who are effectively parentless, and 31 left-behind children in the county, creating a dynamic tracking and support mechanism. The "loving parents" conduct regular home visits to understand the children's living conditions, educational needs, and psychological state, documenting their wishes and needs while coordinating solutions. During festivals like the Spring Festival and International Children's Day, the "loving parents" engage in face-to-face conversations with the children, listening to their concerns, helping to resolve emotional issues, and spending joyful time with them. This approach fosters a positive and optimistic attitude, continuously injecting warmth into the children's healthy development.

Enhancing Public Service Quality and Convenience

The Qiuxian County Civil Affairs Bureau has continuously optimized special social affairs services. In marriage registration, it has completed the digitization of over 110,000 marriage records dating back to 1985, enabling nationwide marriage registration. A "three-ones" service model has been innovatively introduced: a personalized blessing message, a public certificate ceremony, and completion of the process within one hour. Newlyweds receive a unique, customized blessing upon registration and experience a meaningful, dignified ceremony. During peak periods, temporary windows are opened to ensure the entire process stays under one hour. In social organization management, a standardized name rectification campaign has been carried out, creating a problem log for names that are inconsistent, misaligned with business scope, or use non-standard abbreviations. Changes are followed up through on-site guidance and written notices. For public place-name services, a "Famous Village Action" has been launched, resulting in a newly compiled "Qiuxian County Administrative Division Map" and the creation of a place-name culture park. A special review of standardized place-name data, including coordinates and latitude/longitude for all 217 administrative villages across 7 towns and 8 neighborhood committees, has been completed, along with the updating of street names, road signs, and door numbers. In funeral services, the Bureau has guided funeral service institutions to improve regulations such as the "Bone Ash Hall Management Rules," "Funeral Hall Service Guidelines," and "Civilized and Courteous Service Standards," continuously refining funeral procedures and the funeral environment to significantly enhance convenience and satisfaction for the public.
