September 23 marks the ninth Chinese Farmers' Harvest Festival. Since the beginning of the year, public security agencies have persistently and lawfully cracked down on criminal activities such as illegal occupation of farmland, unauthorized digging and theft of black soil and peat, and the production and sale of counterfeit or substandard agricultural supplies, effectively safeguarding the legitimate rights and interests of farmers, supporting high-quality agricultural development, and ensuring national food security.

According to the Ministry of Public Security, from January to August this year, police nationwide filed and investigated 3,700 related criminal cases. The Ministry directly supervised 16 major cases, prompting local authorities to solve a number of significant cases and dismantle multiple criminal gangs, achieving notable results.

Public security organs at all levels have strengthened proactive investigations, establishing and refining a new police operational model integrating "professionalism, mechanisms, and big data" to broaden intelligence channels and improve the capacity to detect criminal activities.

Efforts to crack down on major cases have been intensified through the continued implementation of the "Golden Wind" operation to protect farmland security and special campaigns against the destruction of black soil resources. Authorities have also actively participated in the national special crackdown on counterfeit agricultural supplies, focusing on prominent crimes such as illegal occupation of cultivated land for housing construction or cemetery development, unauthorized seed breeding and production, trademark infringement, and the illegal production, sale, or use of banned or restricted pesticides and veterinary drugs.

In terms of inter-agency coordination, public security organs have established and perfected more proactive administrative-criminal linkage mechanisms, working closely with natural resources, agriculture and rural affairs, and market regulation departments. These efforts have improved mechanisms for information sharing, case referral, evidence examination, and disposal of涉案 items, and have jointly issued guidelines for transferring cases involving suspected crimes of damaging farmland, forming a unified governance force.

A spokesperson for the Ministry of Public Security's Bureau of Environmental, Resource, and Food and Drug Crime Investigation stated that public security agencies will fully leverage their functional roles to intensify efforts against all types of crimes threatening food security, actively promote efficient governance, and contribute to safeguarding national food security during the "15th Five-Year Plan" period. The public is also reminded that anyone discovering clues about illegal occupation of farmland, destruction of black soil, or the production and sale of counterfeit or substandard agricultural supplies should promptly report them to public security authorities or relevant departments.
