Ping An Implements "Three Foundations, Four Supports" Model to Empower Grassroots Healthcare

The 8th Shenzhen General Practice Conference recently convened in Shenzhen, bringing together representatives from the China Community Health Association, grassroots health associations across 21 provinces, and over 1,200 industry professionals. The event focused on advancing China’s healthcare strengthening initiatives and exploring new developments in primary medical services.

Notable attendees, including academician Gu Dongfeng of the Chinese Academy of Sciences, Jiang Hong (Party Secretary of Southern University of Science and Technology), and former National Health Commission officials Nie Chunlei and Liang Wannian, jointly launched the *Healthcare Strengthening Project and National Family Doctor Quality Certification Program* (the “Program”). Representatives from PA GOODDOCTOR (01833) and Ping An Life Insurance shared the Program’s practical achievements, earning widespread recognition from attendees.

Nie Chunlei, former Director of the National Health Commission’s Primary Health Department, elaborated on the *Healthcare Strengthening Implementation Plan* (the “Plan”). He emphasized the timely rollout of the Plan as a strategic response to aging populations and AI-driven healthcare demands. Grassroots providers must prioritize 12 key tasks under the Plan, integrate resources, and enhance basic medical and public health services while leveraging technology.

PA GOODDOCTOR introduced its innovative grassroots empowerment model—*Three Foundations (Quality, Technology, Resources) and Four Supports (Talent, User Incentives, Multi-Payer Systems, AI Tools)*—which integrates AI and commercial insurance to explore synchronized medical-commercial insurance settlements. The model is underpinned by the *Family Doctor Telehealth and Internet-Based Health Service Standards* (“FD Standards”), now implemented across 1,000 community health centers in 100 cities.

Technologically, PA GOODDOCTOR reported significant advancements: its proprietary AI achieves 98% accuracy in medical exam analysis and over 95% in diagnostic support. A pilot AI chronic disease management platform, deployed in 22 community health centers across seven provinces, has improved service efficiency and quality. Experts noted that such innovations align with the Plan’s goal to “explore AI-assisted grassroots diagnostics.”

Ping An Life Insurance highlighted real-world applications in Jinan, Shanghai, and Guangzhou. Its community financial grid specialists, trained as Healthy Lifestyle Planners (HLPs), now support chronic disease management, health education, and family doctor enrollment. HLPs bridge online AI doctors and offline community care, fostering seamless integration.

Pilot programs in 22 health centers across seven cities have demonstrated multi-stakeholder benefits. Examples include Shanghai’s AI-powered “21-Day Health Camp,” Jinan’s wearable glucose monitoring for diabetes management, and Guangzhou’s community health fairs.

The *Healthcare Strengthening Plan* marks a milestone in China’s medical reform, positioning grassroots institutions as frontline health hubs. PA GOODDOCTOR and Ping An Life will continue promoting the FD Standards and their empowerment model nationwide, leveraging AI to elevate service quality and advance the “Healthy China” initiative.
