Beijing Haidian Community Offers Over 30 Services Including Home Care for the Elderly

On October 23, the Haidian District Development and Reform Commission announced that local streets in Haidian District are exploring innovative service management approaches for old residential areas, addressing the service deficiencies in these communities. As part of the "Relocation, Rectification, and Promotion" initiative in Haidian District, residents are now benefiting from professional property management and services. Residents in the old residential community of Xiaonan Zhuang, for instance, not only receive professional property management but can also access over 30 services including household assistance and elder care. Elderly residents can enjoy professional cleaning services without leaving their homes, and parents can schedule childcare through their property management, with domestic service prices being 15% lower than the market rate. These thoughtful services stem from an innovative "Property +" model.

Xiaonan Zhuang Community and Wanquan Zhuang South Community are typical old residential areas that face challenges due to aging infrastructure and rising life demands from residents. Issues such as sanitation, housing repairs, and parking management are significant pain points in community governance. As the "Relocation, Rectification, and Promotion" work progresses in Haidian District into 2025, the Xiaonan Zhuang Street aims to lead with Party building while exploring innovative property management models for old communities, pushing for diversified, market-oriented, and law-based property services.

"Introducing market-oriented property management seems simple but is actually one of the most challenging aspects of governance in old residential areas. We need to get residents to accept the idea of paying for services while encouraging companies to take on these aged communities," said a representative from the Xiaonan Zhuang Street. Under the community party committee's organization, it was collectively decided by the residents to have a single property management company handle market-oriented services for nine communities within Xiaonan Zhuang and neighboring areas. This move covers 3,209 households and 282,000 square meters, establishing regional scaled operations and breaking the scattered management of old communities.

The property management company has launched the "Property +" service model, offering eight categories of daily services, including cleaning, laundry, cooking, elder care, and childcare—all at prices lower than the market rate. For example, the "Property + Elder Care" service focuses on the higher elderly population in old communities, providing daytime care, nighttime companionship, medical assistance, meal support, and call services. "Property services are no longer limited to cleaning and security but extend to all aspects of residents' lives, truly becoming the 'big housekeeper' for the community," stated the property manager.

The scaled operation has reduced operating costs, allowing property management to offer more professional services at lower prices, creating a positive cycle. Current reports from Haidian District indicate that this model has now been implemented across nine communities including Xiaonan Zhuang No. 25 Court, Xiaonan Zhuang Yixiu Garden, and Wanquan Zhuang North and South Courts, providing replicable experiences for other old residential areas in Haidian District.
