The Work Safety Committee Office of the Ningxia Hui Autonomous Region has issued a public notice calling for tip-offs on illegal "pseudo new-energy refueling stations," with verified reports eligible for a maximum reward of 300,000 yuan. The initiative aims to crack down on unlawful fuel sales and standardize the region's vehicle fuel market, following the launch of a comprehensive special inspection and rectification campaign across Ningxia. The notice outlines the reporting scope, submission channels, and reward tiers, guaranteeing full confidentiality for informants.

Scope of Reportable Violations

Authorities are seeking information on a range of illegal activities. These include selling vehicle fuels under misleading labels such as "new energy," "alternative energy," "biofuel," "coal-based composite non-grain biomass fuel," "bio-based composite fuel," "composite bio high-clarity liquid wax," "rocket green methanol," "liquid wax alcohol ether," methanol fuel (when dispensed into non-methanol engine vehicles), or "exhaust cleaners," when such products do not comply with national policy standards. Additionally, the sale of substandard or off-spec oil products to fuel retailers or engine fuel users, as well as illegal refueling points operated via mobile tanker trucks or skid-mounted stations that supply diesel or low-quality fuel to transport vehicles, fall under the reporting scope. Other violations include operating refueling stations without the necessary permits as required by the Measures for the Administration of Refined Oil Product Circulation, and any other unauthorized production, sale, storage, or transport of vehicle fuels or refined oil that fails to meet national standards.

Under current mandatory national regulations, only nine fuel types are legally permitted for vehicle use: gasoline, diesel (including biodiesel), natural gas (NG), compressed natural gas (CNG), liquefied natural gas (LNG), liquefied petroleum gas (LPG), ethanol-blended gasoline, methanol fuel, and hydrogen.

How to Submit a Report

Tip-offs can be filed via the 12345 government service hotline, through the leadership mailbox sections of various government department websites, or directly with authorities overseeing commerce, market regulation, development and reform, industry and information technology, public security, ecology and environment, transportation, and taxation. Dedicated hotlines are also available at the regional and municipal work safety committee offices, including 0951-8622111 for the autonomous region, 0951-6889562 for Yinchuan, 0952-2218667 for Shizuishan, 0953-2033458 for Wuzhong, 0954-2088154 for Guyuan, 0955-7022856 for Zhongwei, and 0951-3093516 for the Ningdong Energy and Chemical Base. Informants are encouraged to provide key details such as the name of the reported entity, its full address, the nature of the violation, and the responsible individuals, along with supporting materials like hazard descriptions or photographs to facilitate on-site verification.

Reward Structure for Verified Claims

Pursuant to the region's Measures for the Implementation of Work Safety Reporting Rewards, informants whose tips lead to confirmed violations will receive a monetary award equivalent to 15% of the administrative penalty amount imposed on the offender. The reward ranges from a minimum of 3,000 yuan to a maximum of 300,000 yuan.

Confidentiality and Reporting Ethics

Strict confidentiality measures are in place to protect informants' identities, including names, phone numbers, and addresses, throughout the entire process. During verification, original reporting materials will not be disclosed to the subject of the report without the informant's explicit consent, and anonymous submissions are exempt from handwriting analysis. Any staff member found leaking such information will be held accountable according to law and regulations. Informants must ensure their reports are truthful and accurate. Fabricating facts, distorting circumstances, or making malicious accusations against business operators is strictly prohibited. Those who file false reports with the intent to disrupt normal administrative enforcement will face legal consequences. In cases where multiple individuals report the same violation, the first person to submit a verified report with their real identity will receive the reward. For joint reports from multiple informants, the reward distribution will be decided among themselves. Repeated reports of the same incident will only be rewarded once.

The general public is urged to actively participate in oversight and come forward with any evidence of illegal fuel operations.
