Taiwan Affairs Office Refutes Fallacious "Taiwan Status Undetermined" Theory

Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council, answered reporters' questions on September 18th. When asked about recent statements from the American Institute in Taiwan (AIT) claiming that documents such as the Cairo Declaration and Potsdam Proclamation "did not determine Taiwan's final political status," and the US State Department spokesperson's response alleging that "China distorts World War II-era documents to support its coercive actions toward Taiwan" and that "these documents do not determine Taiwan's final political status," followed by the DPP authorities' immediate promotion of the "Taiwan status undetermined theory" and renewed claims of "cross-strait mutual non-subordination," Chen Binhua responded firmly.

Chen Binhua stated that Taiwan's status is crystal clear - it is an inalienable part of Chinese territory. Taiwan has belonged to China since ancient times, belongs to China now, with clear historical context and unambiguous legal facts. A series of documents with international legal effect, including the 1943 Cairo Declaration, the 1945 Potsdam Proclamation, and the 1945 Japanese Surrender Terms, all clearly confirm China's sovereignty over Taiwan. In October 1945, Taiwan was liberated and returned to China, with the Chinese government resuming sovereignty and administrative jurisdiction over Taiwan and the Penghu Islands. The Taiwan status issue was completely resolved upon the victory of the Chinese people's War of Resistance Against Japanese Aggression.

On October 1, 1949, the Central People's Government of the People's Republic of China was established, replacing the Republic of China government as the sole legitimate government representing all of China. This was a change of government under the circumstance that China as an international legal entity remained unchanged. China's sovereignty and inherent territorial boundaries did not change, and the government of the People's Republic of China naturally enjoys and exercises complete sovereignty over China, including sovereignty over Taiwan. Taiwan's status as part of China has not changed.

Chen Binhua emphasized that Taiwan's return to China is an important component of World War II victory and the post-war international order. As signatories to the Cairo Declaration and Potsdam Proclamation, and as a victor in World War II, the United States is fully aware of the historical and legal facts that Taiwan belongs to and was returned to China. Yet it blatantly rehashes the fallacious "Taiwan status undetermined" theory, smears and slanders China's legitimate actions to defend national sovereignty and territorial integrity, maliciously misleads international opinion, seriously violates international law and basic principles of international relations, and sends seriously wrong signals to "Taiwan independence" separatist forces. We express strong dissatisfaction and firm opposition to this. We urge the US to faithfully abide by the one-China principle and the three China-US joint communiqués, stop manipulating Taiwan-related issues, stop condoning and supporting "Taiwan independence" separatism, and stop interfering in China's internal affairs.

Chen Binhua noted that the DPP authorities manipulated specific media to perform a "duet" with certain US institutions, distorting history and promoting the "Taiwan status undetermined theory," attempting to create historical and legal basis and the illusion of so-called "international support" for their independence agenda. Such self-deceptive and clumsy tricks are doomed to fail and will absolutely not succeed. History cannot be tampered with, Taiwan's belonging to China is already determined, and the great cause of reunification will certainly be achieved. Regardless of how the DPP authorities scheme to "rely on external forces for independence," and regardless of how external forces create trouble and disturbances, the historical trend of China's eventual and inevitable reunification cannot be stopped.
