Henan's G312 Highway Reconstruction Project Launches 4.62 Billion Yuan BOT Tender

A public tender has been announced for the Concessionaire of the G312 Highway Reconstruction Project from the Wan-Tang Border to Qudun Section. The project, located in Nanyang City, involves rebuilding a 73.507-kilometer segment of the G312 highway. The route begins at Xiaozhangying Village north of the border between Tanghe County and Wancheng District, intersecting with the existing G312 highway. It proceeds east to connect with the planned S103 Eastern Ring Road and west, passing south of Hanzhong Township, over the Shanghai-Xi'an Expressway and under the Ningxi Railway. The route continues south of Huangtaigang Town, crossing the Zhengzhou-Wanzhou High-Speed Railway and the Erguang Expressway, and after crossing the Bai River, enters Wolong District.

Within Wolong District, the route heads northwest across the Liao River, passing southwest of Liaohe Town before entering Zhenping County. The line continues northwest over the Jiaozuo-Liuzhou Railway, under the Nanyang-Dengzhou Expressway, and over the main canal of the South-to-North Water Diversion Project's central route. It intersects with the planned S237 Nanyang City Western Ring Road section at Dengwan Village, south of the border between Zheshan and Pengying in Zhenping County. The route then turns west, passing north of Pengying Town and south of Zhenping County's urban area. It crosses the Zhao River south of Yangying Town, continues west north of Jiasong Town, crosses the Yanling River, and extends northwest north of Zaoyuan Town. Finally, it crosses over the Shanghai-Xi'an Expressway west of Qudun Town to reconnect with the old G312 road, terminating west at the Zhenping-Neixiang border on the G312 line, where it connects seamlessly with the G312 section in Neixiang County.

The project will be constructed to Class I highway standards with a design speed of 80 km/h, featuring a 24.5-meter-wide roadbed and four lanes in both directions. The main bridge over the South-to-North Water Diversion canal and three main bridges involving railway crossings will be built with six lanes. Earthworks include approximately 821,532 cubic meters of excavation and 3,091,933 cubic meters of fill. The project will involve laying 1,505,159.7 square meters of asphalt concrete pavement. A total of 39 new bridges will be constructed, spanning 4,239.66 meters, including one extra-large bridge (1,238 meters), seven large bridges (1,787 meters), 17 medium bridges (900.06 meters), and 14 small bridges (314.6 meters). The project will also include 70 new at-grade intersections, five new interchanges, and eight grade-separated interchanges (seven new, one utilized). One service area, one maintenance area, and one toll station will be established.

The total estimated investment for the project is approximately 4.623 billion Chinese yuan. Project capital will account for 20% of the total investment, approximately 924.6 million yuan. The government investor representative will contribute no more than 49% of the capital, about 453 million yuan, sourced from key transportation project funds. The winning bidder must contribute at least 51% of the capital, approximately 472 million yuan, from its own funds. The remaining funds required beyond the capital and relevant construction period subsidies will be secured through bank loans or other financing channels.

The selected concessionaire will partner with the government investor representative, Nanyang Transportation Construction Investment Group Co., Ltd., to establish a project company. This company will be responsible for the entire project lifecycle, including planning, financing, construction, operation, debt repayment, asset management, and final transfer. The project will be implemented using a Build-Operate-Transfer model. The proposed concession period is 33 years and 6 months, comprising a 3-year and 6-month preliminary and construction phase, and a 30-year operation phase. The revenue model for the project is user tolls. In accordance with national and provincial guidelines, this project is classified as a large-scale, high-difficulty toll road project, and participation from private enterprises is encouraged.

The tender documents are available for free download from the member system between 9:00 on April 28, 2026, and 9:00 on June 11, 2026. The deadline for electronic bid submission is 9:00 on June 11, 2026. The tendering authority is the Nanyang Highway Development Center.
