Crypto Market Faces Headwinds as Bitcoin Rebounds With Equities While $390M ETF Outflows Dampen Sentiment

Bitcoin has managed to hold its ground above the $63,000 mark on Monday, recording a modest 0.8% gain since midnight UTC and partially recovering from last week's losses. The digital asset is moving in lockstep with Wall Street, with Nasdaq 100 futures climbing 0.5% to reach their highest level since July 2, highlighting the continued absence of independent catalysts driving crypto price action.

Despite the surface-level recovery, underlying fund flows paint a more cautionary picture. Data reveals that spot exchange-traded funds saw a combined $390 million in net outflows last week, marking the largest three-day exodus since late July and the most significant weekly withdrawal from U.S. spot Bitcoin products in six weeks. This divergence between price action and capital movements suggests that institutional investors remain hesitant to commit fresh capital at current levels.

Ethereum-linked ETFs saw relatively muted activity during the same period, while SOL-focused products bucked the broader trend by posting their strongest weekly inflows since mid-May. This selective appetite across different digital asset classes indicates that while interest in crypto exposure persists, it remains highly differentiated and sentiment-driven rather than broad-based.

Adding to the cautious outlook, the legislative horizon for the Clear Act appears increasingly uncertain. Alex Thorn, head of research at Galaxy Research, revised his probability estimate for the bill's passage down to 10% on August 14, a notable reduction from the 17% probability implied by prediction markets. The U.S. Senate has scheduled a final vote following the September 15 recess, but significant uncertainty remains, with market observers widely expecting further delays in the legislative process.

The persistent ambiguity surrounding regulation continues to weigh on risk appetite across the crypto sector. While the current rebound aligns with broader equity market strength, the combination of substantial ETF outflows and an unclear policy roadmap suggests that this short-term bounce may not translate into a sustainable bullish trend. Investors should brace for elevated volatility during this policy vacuum as the market searches for clearer directional signals.
