Financial Support to Flow Into Five Key Areas Including "High-Quality Production"

Beijing's Intellectual Property Office has unveiled a draft regulation for public comment, creating a new financial support framework to accelerate the city's transformation into a global hub for intellectual property leadership.

The Beijing Intellectual Property Support Fund Management Measures (Draft for Comments) clearly defines five strategic pillars for funding allocation: "high-quality creation, high-efficiency utilization, comprehensive protection, premium services, and financial innovation." The initiative aims to use fiscal resources with precision to drive progress.

The fund, included in the municipal budget, will primarily support enterprises, universities, and social organizations. Unlike previous programs, this version introduces a "focus on key areas, prioritizing excellence" and a "performance-first, results-oriented" approach. Funding will be distributed through two models: "grants" for projects with signed task agreements, where an initial payment is made followed by a final disbursement upon successful completion, and "post-subsidies" for projects that have already been initiated and achieved results.

A key feature is the strict timeline for fund disbursement: current-year projects must complete review and receive initial payments within three months of the application deadline. Final payments for grants are required within 10 working days after project approval, reducing waiting times for businesses and improving fund efficiency.

Under the funding guidance, the policy outlines a clear support map. The "high-quality creation" direction focuses on assisting specialized and new (专精特新) enterprises in building high-value patent portfolios in future industries, supporting the integration of "technology, patents, and standards," and encouraging overseas patent filings to compete globally.

The "high-efficiency utilization" direction promotes the improvement of patent transfer systems among universities, research institutes, and enterprises, implements patent navigation for key industries, and supports leading enterprises in forming intellectual property innovation consortia for collaborative supply chain development.

The "comprehensive protection" direction strengthens overseas risk warnings and rights protection, deepens diversified dispute resolution mechanisms, and builds a safety net for companies expanding internationally.

The "premium services" direction advances public service infrastructure, cultivates international and high-end intellectual property service providers, and supports international exchange activities to attract global resources.

The "financial innovation" direction increases risk compensation for pledge financing, expands the coverage of intellectual property insurance, and standardizes the exploration of intellectual property securitization to broaden financing channels for tech companies.

While providing policy benefits, the measures also tighten regulatory controls. Applicants with severe credit issues, undergoing bankruptcy liquidation, or with serious law violations in the past two years will be excluded from support. Funds must be used exclusively for designated purposes. Any false claims will result in fund recovery, entry into a credit record, and a five-year ban on applications; criminal cases will be referred to judicial authorities. The Beijing Intellectual Property Office will implement full-process budget performance management, with evaluation results directly affecting future eligibility for applications.
