SINO-OCEAN SERV (06677) saw its shares jump over 13% in intraday trading, and as of the latest report, the stock price climbed 10% to HK$0.33, with a trading volume of HK$243,000.

On August 7, the Beijing Municipal Commission of Housing and Urban-Rural Development, along with the Beijing Municipal Commission of Planning and Natural Resources and the Beijing Housing Provident Fund Management Center, jointly issued the "Notice on Further Optimizing and Adjusting the City's Real Estate Policies." The notice includes seven specific policy measures across three areas: optimizing housing purchase restrictions, refining property gifting policies, and increasing support from the housing provident fund. This marks the official implementation of Beijing's significant new housing market policies.

According to the research institution CRIC, unlike previous broad-based stimulus measures, this plan takes a targeted approach focused on optimizing existing stock and precise adjustments. It not only aligns with top-level policy directions but also kicks off a phase of differentiated adjustments in first-tier city regulations.

Open Source Securities commented that Beijing's move to further shorten the social insurance payment period for non-Beijing residents and raise the housing provident fund loan limit sends a clear signal. It expects that Shanghai and Shenzhen may follow with similar loosening of purchase restrictions. If the intensity and pace of policy implementation are further strengthened, the process of stabilizing and recovering the real estate market could accelerate. The firm recommends focusing on high-quality property management targets that excel in service under the "good homes, good services" policy framework.
