Jiangsu Province's Department of Emergency Management released a batch of typical cases concerning the crackdown on illegal activities related to combustible dust in the industrial and trade sectors on September 17. Provincial emergency management authorities have been leveraging digital and intelligent tools, including risk reporting and monitoring and early warning systems, to strengthen the effectiveness of these enforcement efforts. The release of these typical cases aims to serve as a warning and deterrent, urging enterprises in the industrial and trade sectors to consciously uphold the safety bottom line in production.

On March 19, 2026, the Jiangyin Emergency Management Bureau in Wuxi identified a potential hazard during an AI-powered smart video inspection through its safety risk monitoring and early warning system at Jiangyin Fangxiang Aluminum Cap Co., Ltd. The system detected an excess number of personnel in the dust-related work area and indications that an office space had been set up on site. Officers were immediately dispatched to verify the situation and conduct a special enforcement inspection. Field checks uncovered serious violations, including the illegal placement of an office within a zone where dust explosions could occur, failure to implement dust cleaning protocols in polishing workshops No. 1 and No. 6 resulting in significant dust accumulation, lack of ventilation measures in the aluminum dust collection and storage area to prevent hydrogen accumulation, and expired calibration of the hydrogen alarm device attached to the wet dust removal system. Because these actions violated the Production Safety Law and the Regulations on Dust Explosion Prevention and Control in Industrial and Trade Enterprises, the Jiangyin bureau issued a dual penalty under the "one case, two penalties" principle, fining the company 70,000 yuan and fining its principal person in charge 22,250 yuan.

In another typical case, regulators from the Zhenjiang Emergency Management Bureau detected during an online inspection of the dust explosion monitoring and early warning system on September 9 that Saitama Aluminum Precision Forging (Danyang) Co., Ltd. frequently went offline abnormally and had a persistent unresolved fault in the water flow monitoring and alarm device of its aluminum-magnesium metal dust wet dust removal system. Regulators then visited the site for verification and carried out a special crackdown inspection. The inspection discovered significant deficiencies in dust explosion safety management, as the company failed to regularly maintain safety equipment, rendering the monitoring, alarm, and protective facilities that are directly related to dust explosion safety ineffective. The flow meter readings on the wet dust removal system were also found to be inconsistent with the actual conditions. For these suspected violations of the Production Safety Law, the Zhenjiang bureau has also decided to apply the dual penalty approach, proposing a 25,000-yuan fine for the company and a 20,000-yuan fine for the relevant personnel who failed to fulfill their statutory safety management duties.
