Healthcare Priorities Over Next Five Years to Target Three Population Groups

China's healthcare system is set to redirect its focus over the next five years, concentrating on maternal and child health, the elderly, and mental health services for the general population. The strategy involves redistributing medical resources downward to secondary and lower-tier medical institutions, with a specific emphasis on bridging the "last mile" gaps in pediatrics, obstetrics and gynecology, rehabilitation, nursing care, and psychological services.

At a press conference on September 14th regarding the decisive progress of the Healthy China initiative, it was highlighted that population issues remain a fundamental, long-term, and strategic concern. Lei Haichao, director of the National Health Commission, noted that while China has seen negative population growth over the past four years, the fundamental status of a populous country remains unchanged, with new births continuing to hold steady at around 8 million annually.

To foster a more supportive environment for child-rearing, the commission outlined several upcoming initiatives. These plans include deepening the implementation of child-rearing subsidy policies, aiming to raise the enrollment rate for children under three years old in childcare facilities by an additional 6 percentage points by 2030. Furthermore, the plans call for support to ensure that every province establishes at least one high-level maternal and child health institution.

The shifting demographics and regional variations in population growth indicate a pressing need to recalibrate healthcare resources. Guo Yanhong, deputy director of the National Health Commission, emphasized that the goal is to provide professional health protection at every stage of a person's life, from birth to old age, covering the entire life cycle and full spectrum of services.
