On the morning of July 10th, the power supply company of Jiangyan District in Taizhou City participated in a live broadcast on the district's integrated media center's "12345 Government and Industry Hotline" program.

Focusing on the theme of "Optimizing the Power Business Environment," the company addressed various electricity-related concerns raised by the public during the interactive session with listeners and online viewers.

What are the procedures for connecting a distributed photovoltaic power generation system to the grid?

Dai Chenyue, Director of the Marketing Department at the Jiangyan District Power Supply Company, outlined the four-step specific application process.

The first step involves the local power supply company providing grid connection application acceptance services for the project owner, assisting in filling out the application form and collecting the necessary supporting documents.

For residential projects owned by individuals, the grid company offers complimentary consulting and grid connection scheme formulation services. Upon reaching a grid connection intent, a formal response is issued to the owner within 10 working days via a service hall or local office.

For non-residential, general commercial, and large-scale commercial distributed photovoltaic projects, the owner must commission a qualified design unit to prepare the connection plan according to relevant regulations, which must be reviewed and approved by the power supply company before subsequent work can proceed.

Once the main project and grid connection system are completed, the local power supply company accepts the owner's application for grid connection inspection and commissioning, verifying and collecting the required submission materials.

After accepting the inspection and commissioning application, the grid company organizes on-site inspections, completes the installation of metering devices, and signs the power purchase and sale contract as well as the grid connection dispatch agreement with the project owner.

What are the specific management requirements regarding power disconnection for overdue bills?

A listener shared an experience of being disconnected for forgetting to pay an electricity bill and incurring a late fee upon payment, seeking clarification on the relevant policies.

Chen Tao, Deputy General Manager of the Taizhou Sanxin Power Supply Service Company's Jiangyan Branch, explained that the company has strict standard procedures for bill collection and disconnection due to non-payment.

According to the power purchase and sale contract, residential users are required to pay their electricity bills in full each month. For users who forget to pay, the company employs multiple reminder methods including phone calls, text messages, and in-person notifications to prompt timely settlement.

Formal disconnection is preceded by a final notice issued 3 to 7 days in advance to fully protect the user's right to be informed. The imposition of late fees strictly adheres to national laws and regulations, ensuring the charges are standardized and transparent.

It was emphasized that disconnection is not the intended purpose of the service; the company remains committed to providing stable, high-quality power supply and requests users to develop the habit of paying on time.

Users are advised to utilize online payment channels such as the State Grid app, Alipay, or WeChat to settle bills conveniently from home, effectively avoiding disconnection and late fees due to non-payment.

Why does walking under high-voltage lines occasionally cause a tingling sensation?

Cao Xiaoyu, Director of the Transmission and Transformation Center at the Jiangyan District Power Supply Company, addressed this query.

During damp or rainy weather, contact with ungrounded conductive metal components beneath high-voltage overhead lines can induce a slight electric shock or tingling sensation in the human body.

This phenomenon is an electromagnetic induction reaction with extremely low energy, similar in principle to static electricity generated when removing a sweater in winter. The voltage and current values are minimal and pose no safety hazard to human health, so the public need not worry.

During the one-hour live broadcast, responsible personnel from the Jiangyan District Power Supply Company also interacted with the audience on various other topics.

These included the operational models for photovoltaic power generation, channels for green electricity trading, required documentation for applying to install new energy vehicle charging piles, and the segmented annual tiered electricity pricing settlement for properties after resale in the secondary housing market.

The entire program handled a total of 20 inquiries, complaints, and reports, with 10 calls connected directly to the live studio for immediate on-air response and answers.
