Pingshan District Launches 500 AI Scenarios and a Robotics Fund, Backing OpenClaw Development

Since the beginning of the year, the open-source AI agent project OpenClaw has gained popularity, making "raising the lobster" a new trend in the AI community. What happens when "lobsters" are nurtured in a "forest" of application scenarios? Shenzhen's Pingshan District has introduced 500 application scenarios and established a new artificial intelligence and embodied robotics industry fund. It will provide annual grants of up to 1 million yuan to support companies involved in the research, development, and application of agents like OpenClaw. This initiative not only aids OPC "one-person companies" in starting businesses but also enables OpenClaw to evolve continuously by addressing real-world needs.

At this year's Guangdong High-Quality Development Conference, the focus was on the coordinated development of manufacturing and services. As a hub for advanced manufacturing in Shenzhen, Pingshan is using intelligent agents like OpenClaw as a digital link to integrate manufacturing and services. Through these "lobsters," the district aims to connect industry and service sectors, activating a new ecosystem with a rich "forest" of scenarios to drive high-quality growth.

On March 13, Pingshan will partner with Volcano Engine to host a thematic exchange session on OpenClaw at Cheng Tou Zhi Yuan. The event will cover technical features, application scenarios, and implementation pathways, helping enterprises learn, effectively utilize, and deploy intelligent agents such as OpenClaw.

Seizing opportunities in the intelligent economy, Pingshan has rolled out its "Ten AI Measures." This year's government work report introduced the concept of "intelligent agents" for the first time, emphasizing the cultivation of new forms of intelligent economy. With strategic foresight, Pingshan is aggressively positioning itself in this sector, having gathered nearly 600 AI-related enterprises. These include industry leaders like Honor and Honghe Technology, as well as emerging firms such as 1024 and Yuetong Technology, forming a complete industrial chain from core components to full-machine applications.

To capitalize on new opportunities in intelligent economic development, Pingshan innovatively launched the "Ten AI Measures." Supported by a combined municipal and district fund cluster nearing 50 billion yuan, the policy offers full-cycle capital support for high-quality projects like OpenClaw. Companies leasing intelligent computing power for R&D and application of large models, vertical applications, or agents like OpenClaw can receive an annual subsidy of up to 1 million yuan, covering 30% of their actual leasing costs. Similarly, firms purchasing AI foundational data services—such as data governance and labeling—for agent development can get a 30% subsidy on procurement costs, also capped at 1 million yuan annually. Enterprises are encouraged to adopt security tools like digital watermarking, content tracing, and deepfake detection to ensure AI-generated content remains trustworthy and controllable.

Pingshan is also deploying emerging scenarios to integrate industrial and service chains through AI. Following its involvement in releasing China's first "oral multimodal large model," Guangqing Technology is planning a localized deployment of OpenClaw and collaborating with ByteDance to explore establishing the first AI creation center for micro-dramas. This center aims to involve AI agents in the entire process—from script generation and smart filming to post-production and promotional operations—creating a rapid testing ground for AI technology. It seeks to build an efficient loop from prototype to delivery, advancing the synergy between manufacturing and services.

As a testing zone for future industries in Shenzhen, Pingshan is cultivating a "scenario forest" for AI and the Harmony ecosystem. This year, it will open 500 application scenarios spanning smart manufacturing, smart healthcare, intelligent connected systems, and urban governance. Previously, the district had opened over 100 scenarios, deeply integrating AI with manufacturing across its three leading industries: smart vehicles, innovative pharmaceuticals, and Chinese chips. For instance, 1024 Robotics self-developed and produced AI logistics vehicles have been deployed in subways; Antaiwei uses Huawei Cloud's Pangu model for AI-driven drug研发; and Honor's AI simulation lab achieves a simulation accuracy exceeding 85%.

To support the rise of OPC "one-person companies," Pingshan's AI Future Camp offers ready-to-use entrepreneurial spaces where a single workstation corresponds to a housing code, allowing one workstation to register as a company. "We have set up a comprehensive service center in the park where businesses can handle administrative services like industrial and commercial registration right downstairs," said Xu Baosan, Investment Manager at Cheng Tou Zhi Hui Operations. To help individuals start ventures lightly, the district released the "Pingshan Yiqixing" enterprise one-stop service platform, integrating 10 functional modules to address all aspects of a business's lifecycle with a single ID. As local entrepreneurs put it, this is Pingshan's version of an industrial "Alibaba."

Additionally, Pingshan has established a "1+6+24+N" comprehensive government service system. Using big data to create precise profiles for enterprises, it enables nearly 20 policy items to be enjoyed without application, with instant approvals and smart applications, reducing the need for businesses to make multiple trips. To foster an environment where OPCs can tap into inspiration and innovation, Pingshan is building a first-class urban environment meeting standards of purification, illumination, beautification, and internationalization. Cultural activities like "Pingshan Midsummer Night" enrich the lifestyle, while 17,700 units of affordable housing support talent in settling down comfortably.
