A court in Qinghai Province has been selected as one of the first 100 "Fengqiao-style People's Courts" named by the Supreme People's Court. The Twenty-li Shop People's Court, under the Chengbei District People's Court in Xining City, Qinghai, received this designation. Located in the Beichuan area of Chengbei District, the court's jurisdiction covers a concentration of high-tech enterprises, leading to a higher volume of new types of cases such as contract disputes, property management disputes, and disputes over confirmation of investor rights.
The court adheres to a Party-building leadership approach, creating distinctive brands and improving court operations to establish a comprehensive work framework centered on ideological foundation, brand-driven initiatives, strong operational support, and overall enhancement. Party-building efforts have facilitated the establishment of a multi-entity "co-governance platform." In collaboration with the town's Party committee, government, and comprehensive governance center, the court set up a joint mediation platform, established circuit courts, and explored a "judge-responsible village (community)" mechanism. It also formed "mobile adjudication teams" to provide targeted services for mediators in different grids, connected with and guided township mediation organizations like the "Jade and Silk Deliberation Hall," coordinated with "one court and two stations," and established a "People's Mediation Studio" to leverage integrated dispute resolution resources. Over the past three years, more than 12,000 disputes have been resolved at the front end.
In response to the frequent occurrence of property management disputes in its jurisdiction, the court took the lead in forming a multi-departmental, multi-level progressive dispute resolution platform for property management conflicts, establishing a "Good Neighbor" property dispute mediation studio, which has successfully resolved 1,602 property disputes to date.
To enhance the quality of adjudication, the court established four types of specialized trial teams for guiding mediation, fast-track adjudication, simple cases, and complex cases, achieving a separation of cases by complexity and speed of processing. Additionally, in partnership with the Law School of Qinghai Normal University, the court set up a practical training base to promote the deep integration of legal research and trial practice. In 2024, 527 cases were successfully mediated through this university-court collaboration platform.
