Zhengzhou Aims to Formulate Intelligent Construction Industry Plan, Targeting Over 80 Leading Enterprises

Zhengzhou is seeking public feedback on a draft development plan for its intelligent construction industry, outlining ambitious goals up to the year 2030.

According to the draft plan released by the Zhengzhou Urban and Rural Construction Bureau, the city aims to cultivate more than 80 core-competitiveness intelligent construction leading enterprises by 2030.

The plan also targets the cumulative completion of over 50 intelligent construction demonstration projects and the establishment of more than 8 intelligent construction industrial bases within the same timeframe.

Key Initiatives and Strategic Focus

The draft outlines several priority tasks to achieve these goals. A central focus is building a smart construction equipment industrial cluster.

Leveraging the existing application base in areas like tunnel boring machines and construction robots, the city plans to attract and nurture a group of enterprises specializing in the R&D and manufacturing of intelligent tower cranes, construction elevators, and building robots.

By 2030, the objective is to foster 3 to 5 nationally influential "chain-leading enterprises" within the smart construction sector.

Establishing an Integrated Hub

The plan aims to aggregate the headquarters of leading companies such as China Construction Seventh Engineering Division Corp., Ltd., China Railway Seventh Group Co., Ltd., and Henan No.1 Construction Group Co., Ltd. to create a headquarters base for intelligent construction engineering procurement and construction (EPC) projects.

This initiative is designed to enhance integrated service capabilities throughout the entire project lifecycle.

Promoting Prefabricated and Modular Construction

In terms of project implementation, the draft mandates the comprehensive adoption of prefabricated buildings in all new government-invested or government-led projects.

This includes office buildings, schools, hospitals, and social housing. For super high-rise buildings and large-span complex projects, the use of steel structures is encouraged as a priority, with a gradual push towards the application of modular construction methods.

The city strives to have prefabricated buildings account for 60% of the total floor area of new construction by the end of 2030.

Financial and Policy Support Mechanisms

To support these developments, the plan proposes improving financing mechanisms. It calls for providing loan support for intelligent construction facilities and equipment within the construction industry.

Financial institutions are encouraged to offer green credit and supply chain finance services.

Furthermore, the draft emphasizes strengthening incentives in public tendering and credit systems. Government investment projects will have clear requirements for the application of intelligent construction technologies.

Companies that demonstrate significant results in applying these technologies will receive benefits such as additional points in tender evaluations, credit rating bonuses, and priority in awards and recognitions.
