China is currently in the critical flood prevention period from late July to early August, characterized by widespread rainfall and localized intense downpours, with a high risk of flooding disasters. At 3:00 PM on July 31, the State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management initiated a Level IV flood control emergency response for Shanxi, Heilongjiang, Shaanxi, and Qinghai provinces.

The Ant River in Heilongjiang Province has experienced its second flood of 2026. According to the Ministry of Water Resources, due to rainfall, at 1:00 AM on August 1, the water level at the Yanshou hydrological station on the Ant River, a tributary of the Songhua River in Heilongjiang, rose to 149.84 meters, exceeding the warning level by 0.02 meters. Following the flood numbering regulations for major rivers, this flood has been designated as "Ant River 2026 Flood No. 2."

In Heilongjiang, floodwaters have washed out a railway line, and emergency repairs are underway. On July 29, heavy to torrential rain fell in Mahe Township, Ning'an City, Mudanjiang City, Heilongjiang Province. The short-duration, intense rainfall gathered to form flash floods, resulting in multiple sections of the railway roadbed being washed out and individual bridges being damaged on the Tumen-Jiamusi railway line in the Ning'an section. The Tumen-Jiamusi line connects Tumen Station in Jilin Province with Jiamusi Station in Heilongjiang Province. Before the rainfall occurred, the railway department had already preemptively closed the line section and suspended passenger and freight train services based on flood prevention warnings, ensuring train operation safety. When the heavy rain hit, rescue personnel were initially unable to access the site. The railway department used drone footage to assess the water damage situation and quickly formulated a repair plan. On the morning of July 31, the water level in the affected area receded below the warning line. Over 400 rescue workers and 30 large pieces of machinery immediately entered the site to begin emergency repairs on the damaged tracks, roadbeds, and other facilities. Repair operations are currently proceeding intensively.

In Subei County, Gansu Province, drones are being used for airdrop supply deliveries, and post-flood recovery efforts are actively underway. At 8:00 PM on July 28, rainfall occurred across most of Jiuquan City in Gansu Province. In particular, torrential rain in Subei County caused landslides on sections of Provincial Highway 303 and damage to bridges. The road leading to Yanchiwan Township in Subei County was cut off, blocking vehicle access. Local authorities used drones to airdrop gasoline and diesel fuel to ensure power generation. Simultaneously, personnel were dispatched on foot to transport essential living supplies, delivering rice, flour, oil, vegetables, and other items to the township government, employees of nearby hydropower stations, and local herders. The rainfall has now stopped. The highway department has deployed multiple large machines to urgently repair water-damaged facilities, restore roads, and reinforce dams.

Typhoon "White Dolphin" (No. 13) may impact China. The Ministry of Water Resources has emphasized strengthening unified river basin management to ensure flood control safety. China is currently in the critical flood prevention period. On July 31, the Ministry of Water Resources held a special consultation to analyze and assess the flood development trend during the early August critical period. The consultation's comprehensive assessment indicated that from August 1 to 15, Typhoon No. 13, "White Dolphin," might make landfall and affect China. Significant water level rises are expected in the Pearl River Basin, Yangtze River Basin, Yellow River Basin, as well as major rivers like the Heilongjiang (Amur), Wusuli (Ussuri), Songhua, and Nen Rivers. Some medium and small rivers within the heavy rain areas may experience floods exceeding warning levels, posing a high risk of mountain torrent disasters. The Ministry of Water Resources stated that it would strengthen the unified and joint operation of the river basin flood control engineering system, fully leverage the overall flood control and disaster reduction efficiency of the river basins, and ensure the flood control safety of major rivers and large lakes.
