Chuanglian Holdings (02371) has issued an announcement regarding a significant corporate development.

The company's wholly-owned subsidiary, Ruilian Financial Group Co., Ltd., which holds licenses for Type 1, 4, and 9 regulated activities from the Securities and Futures Commission, has entered into a non-binding memorandum of understanding with a payment technology company incorporated in Hong Kong.

The counterparty holds card issuance licenses and possesses payment processing technology. The memorandum was signed on June 24, 2026, with the aim of exploring potential strategic collaboration.

Focus of the Collaboration

The parties intend to jointly explore the development of a digital asset payment model and integrated solutions for real-world assets.

By executing this memorandum, the group seeks to expand its business in financial technology related to digital asset payments and RWA.

The partner company can provide independent card issuance infrastructure, a full-process tokenization system, and access to established payment network resources.

These capabilities are expected to complement Ruilian Financial's licensed platform, facilitating the joint research and development of compliant digital asset services and products.

Expected Outcomes and Strategy

This cooperation is anticipated to diversify the group's financial service offerings and enhance its competitiveness in the local market.

The execution will follow a prudent, regulation-first phased approach designed to mitigate compliance and investment-related risks.
