On August 23rd, in Rongjiang County, Qiandongnan Prefecture, young returnee He Pinyan from Kouzhai Village, Guzhou Town, was deftly operating a computer at Guizhou Yangxing Zhihui Technology Co., Ltd., crafting an AI comic drama infused with Dong ethnic elements. Back in June, He Pinyan signed up for the county's third session of the AI Trainer (AI Comic Drama Direction) skills training program, and after completing the systematic, tuition-free course, she successfully landed a job at a local tech company. "Before, I drifted around working in far-off places, but now I can learn new skills for free and secure stable employment right at my doorstep," she said.

In recent years, Qiandongnan Prefecture has seized opportunities in the digital economy and low-altitude economy, breaking away from traditional labor training limitations. By adopting a multi-point layout and tailored strategies, the prefecture has rolled out training across all its counties and cities in new business sectors like artificial intelligence, livestreaming, e-commerce, and low-altitude flight operations. This has built a comprehensive service chain encompassing free training, skills certification, targeted job placement, and steady income growth, enabling people from all ethnic groups to acquire new skills from scratch and find stable work locally.

As a model for digital business training in Qiandongnan, Rongjiang County has leveraged the popularity of the "Village Super League" and its supportive policies for returning entrepreneurs. Through initiatives like the "Ronggui Plan" and "Youth Village Plan," the county has conducted 99 sessions of vocational skills training, benefiting 4,882 participants and attracting over 2,000 people back to their hometowns for development. The county regularly offers specialized courses in AI comic creation, data annotation, and big data processing, and this year alone has cultivated 213 AI professionals, all of whom have been placed directly into jobs at local tech firms, achieving a seamless transition from graduation to employment.

Based on local characteristics, counties and cities across Qiandongnan are pursuing differentiated yet synergistic development, creating a diverse and extensive new-business training landscape. In Shibing County, Danzhai County, and Jinping County, the focus is on the e-commerce livestreaming boom. They regularly conduct training for online entrepreneurship and internet marketing, offering hands-on instruction in short video production, livestream sales, and account management to help locals tap into the e-commerce wave for entrepreneurial and income growth.

Tianzhu County has deepened its commitment to e-commerce, offering specialized training for e-commerce professionals. Courses cover product listing, store operations, and traffic promotion, effectively opening up online sales channels for local specialty agricultural products. Meanwhile, Kaili City and Liping County are advancing training in internet marketing, rural e-commerce, and short video creation, adopting an order-based training model to precisely meet market labor demands and continuously broaden employment and entrepreneurship avenues for residents.

Simultaneously, low-altitude economy training is being enhanced for greater efficiency and impact. Jianhe County and Jinping County are concentrating on drone pilot training, with courses covering theoretical knowledge, practical flight, and safety protocols. These programs are designed for diverse applications such as agricultural plant protection, mountain material transport, field operations, and infrastructure support, cultivating a cadre of professional local drone pilots. This targeted and customized training approach is building a robust talent pool for county-level industrial growth.

To date, Qiandongnan Prefecture has conducted 40 sessions of new-business vocational skills training, reaching 1,660 trainees. This includes 812 people trained as AI trainers, data annotators, and big data engineering technicians, and 892 trained as drone pilots. The ranks of e-commerce and livestream marketing professionals are also steadily expanding, continuously optimizing the structure of the new-business talent force.

The empowerment of these skills is effectively translating into higher incomes and improved job quality. Currently, those employed in new-business sectors across Qiandongnan are seeing steady salary increases, with average monthly earnings around 4,000 yuan for regular employees, and up to 6,000 yuan for those with highly refined skills. This flexible employment model and stable income allow rural laborers and returning youth to earn a living without sacrificing family life, effectively addressing the challenges of narrow employment channels and difficult income growth, and ensuring the public genuinely benefits from the digital economy.
