The meeting, formally titled "Intelligent Seals for Village Governance: A Launch Forum on New-Generation Intelligent Seal Technology Empowering Rural Management and Micro-Power Supervision," was co-organized by Beijing Yunzhiyin Technology Co., Ltd., Zhongnong Rongxin (Beijing) Technology Co., Ltd., and Police Culture Communication (Beijing) Co., Ltd. The event received guidance and support from the Third Research Institute of the Ministry of Public Security and the China Communications Industry Association. This collaborative effort underscored the importance of digital transformation in rural administrative processes.

A pivotal development highlighted at the conference was the issuance of the "Electronic Seal Management Measures" by the State Council in September 2025, under Document No. 33. This national regulation establishes core principles of coordinated planning, tiered management, standardized protocols, and secure operations. It officially grants legally compliant electronic seals the same legal validity as traditional physical seals, mandating that all regional and departmental bodies accelerate the promotion of standardized electronic seal usage and mutual recognition. Beginning in 2022, a collaborative effort involving over 40 ministerial information centers, research institutes, and industry entities was initiated to draft a series of group standards titled "Industry Application Specifications for Electronic Seal (Including Intelligent Seal) Technology." By November 2023, a comprehensive set of nine standards under the designation T/CA 601.1-9 was officially released and implemented. Chen Hongjun, former Deputy Director of the Standardization Administration and former Deputy Director-General (Director-level) of the Standards Technology Management Department under the State Administration for Market Regulation, elaborated comprehensively on the industry value and demonstration significance of the electronic seal group standards. His presentation offered expert guidance for the standardized and scaled development of the industry. Concurrently, Zhongnong Rongxin, in partnership with Yunzhiyin, unveiled their next-generation flagship intelligent seal product called "Xiaoman Smart Village Leader." Zhongnong Rongxin's CTO, Li Wentao, detailed the core functionalities and technical advantages of the Sannong Intelligent Seal Platform and the Xiaoman AI Agent. The product integrates various innovative technologies: encryption for seal application, chip-based anti-counterfeiting, AI-powered intelligent monitoring, blockchain-based evidence storage, remote approval capabilities, and comprehensive process tracking. Built upon the "physical and electronic seal compatibility" core technology base of the National Electronic Seal Management and Service Platform operated by the Third Research Institute of the Ministry of Public Security, the issued electronic seals ensure real-time synchronization and complete traceability between physical and electronic versions. Users can complete online filing and obtain authoritative filing certificates, providing national-level credibility and nationwide mutual recognition capability.

The conference program included sessions for sharing local implementation experiences and conducting product delivery ceremonies. Representatives from Wanbaoshan Village in Ulantugaq Town, Qianguoerluosi Mongol Autonomous County, Songyuan City, Jilin Province, and the Bijie Qixingguan County Rural Digital Asset Operation Platform Company shared practical insights from their grassroots applications. They presented real-world scenarios showcasing how intelligent seals empower rural governance and how county-level digitalization enhances efficiency and quality at the grassroots level. Their presentations vividly illustrated the crucial role of digital seal management in standardizing village affairs, optimizing governance workflows, and mitigating risks at the community level.

At the delivery ceremony, Zhang Dandan, Chairman of Zhongnong Rongxin (Beijing) Technology Co., Ltd., and Zhang Yu, Chairman of Beijing Yunzhiyin Technology Co., Ltd., jointly presented the new "Xiaoman Smart Village Leader" intelligent seal products to a diverse group of recipients. This included the Guangxi Baise Public Resources Operation Center Co., Ltd., Dengzhou Rural Collective Assets Management Service Center, Bijie Qixingguan County Rural Digital Asset Operation Platform Company, Wanbaoshan Village in Qianguoerluosi Mongol Autonomous County, Jilin Province, Tailai County Yunmao Agricultural Service Co., Ltd. in Heilongjiang Province, Jinse Muchang Ecological Animal Husbandry Professional Cooperative in Sunan Yugur Autonomous County, Gansu Province, and Jiqiang Farmers Professional Cooperative in Yutian County, Hebei Province.

Zhang Dandan delivered a keynote address titled "Guided by New Quality Productive Forces, Embracing Integration for Success: Building a New Rural Service Ecosystem." She articulated that intelligent seals serve as a critical fulcrum for driving transformation and upgrading in rural governance. The industry's development should adhere to three key directions: new quality productive forces leadership, integrated symbiosis, and long-term commitment. This approach aims to reconstruct grassroots trust systems using data and reshape rural governance models through intelligent technology. She aptly summarized the vision: "Serving one village creates a service; serving a thousand villages builds a platform; serving ten thousand villages cultivates an ecosystem." She emphasized that an intelligent seal safeguards grassroots public trust, an AI agent system serves countless citizens, and an innovative digital governance paradigm continuously activates endogenous momentum for rural development.

In its concluding remarks, the conference outlined a future roadmap driven by standardization guidance and scaled promotion efforts, with sustained dedication to rural governance scenarios. The participants emphasized leveraging the core technical advantages of "physical and electronic seal compatibility," relying on the National Electronic Seal Management and Service Platform under the Third Research Institute of the Ministry of Public Security.
