A standard iron ore, when following the conventional route through sintering, blast furnace, and converter, typically emerges as ordinary rebar destined for concrete reinforcement, commanding a modest price of three to four thousand yuan per tonne. However, if that same ore undergoes a more rigorous journey—repeatedly rolled by cold-rolling mills until thinner than paper, followed by complex surface treatments and magnetic property optimization—it transforms into premium electrical steel, a critical component in new energy vehicle and robotics motors, fetching prices exceeding ten thousand yuan per tonne.
The 15th Five-Year Plan outlines a strategic push to adjust the industrial structure of steel, petrochemical, and shipbuilding sectors, aiming to strengthen premium steel bases, world-class petrochemical hubs, and advanced ship and marine engineering equipment facilities. To understand what defines premium steel and how to build a superior production base, a recent visit was made to Qian'an City, the core hub of Hebei Province's advanced steel manufacturing cluster.
Shifting from volume competition to a focus on variety, technology, and value-added production
At the new energy operations area of Shougang Zhixin Electromagnetic Materials (Qian'an) Co., Ltd. in the Qian'an Economic Development Zone, rolling lines are operating at full capacity, producing coils of thin, silver-lustrous electrical steel in just over ten minutes. Su Hong, deputy director of the Qian'an Data Technology and Industrial Informatization Bureau, explained that premium steel generally refers to high-quality, high-performance, technologically advanced materials used in equipment manufacturing, major engineering projects, machinery, automobiles, and high-end consumer goods. "Electrical steel is a typical example of premium steel, requiring sophisticated production technology and equipment, which is why it commands a higher added value."
Bai Junling, head of the comprehensive management office at Qian'an Dingtai Hardware Manufacturing Co., Ltd., recalled, "A few years ago, our main product was galvanized wire, a common metal product where a layer of zinc is applied to the surface of steel wire for corrosion resistance. It required multiple further processing steps downstream and yielded only a slim profit of about a hundred yuan per tonne even in good times." Judging the market trends, the company decisively moved down the industrial chain to upgrade its products, processing the galvanized wire into premium stationery nail boards. This upgrade doubled their profitability compared to before.
The collective push by companies toward premium steel reflects a significant shift in China's steel industry. In terms of total volume, the sector has moved past an era of scale expansion into a phase of demand reduction. In the first half of the year, national crude steel output was 500 million tonnes, down 3.0% year-on-year, with apparent consumption at 437 million tonnes, a 3.4% decrease, continuing the downward trend seen since steel consumption peaked in 2020. Structurally, the demand composition has changed dramatically. During the 14th Five-Year Plan period, construction's share of steel demand fell from 58% to 49%, while manufacturing's share rose to 51%, becoming the key pillar of steel demand, a trend aligned with national industrial upgrades.
Jiang Wei, Party Secretary of the China Iron and Steel Association, noted that the industry is in a critical transition period focused on reducing volume and optimizing structure. The key metric is no longer total output but the proportion of superior product varieties. Enterprises are urged to implement quality improvement and brand creation initiatives, avoid homogeneous competition, and pursue a path of premium development, shifting from competing on volume to competing on variety, technology, and added value.
In Qian'an, an increasing number of steel products are earning the premium label. Yanshan Iron and Steel's high-strength wear-resistant steel enhances the durability of mining truck bodies and engineering machinery. Hangniu Special Steel's high-end metal wire ropes serve the engineering machinery and port crane sectors. Yanbo Color Coated Sheet's premium coated plates are beautifying modern buildings and home appliances. Qian'an is moving away from a traditional model dominated by crude steel capacity, focusing on high-end and premium development. It has constructed four major product segments: electrical steel, high-end coils, premium wire rods, and specialty section steel. In 2025, the steel industry cluster's operating revenue is expected to exceed 190 billion yuan, with premium steel accounting for 46%.
From rigid to flexible, from manufacturing to services, extending the chain and improving quality
What does a premium steel base look like in practice? Outside the Dingtai Hardware workshop, trucks loaded with hot-rolled wire rod from Qian'an Jiujiang Wire & Cable Co., Ltd., located just six or seven kilometers away, queue to enter. Inside, these 6.5-millimeter diameter coils are drawn, galvanized, and re-drawn through multiple processes to a fraction of a millimeter, ultimately forming neat rows of stationery nail boards ready for the next processing stage. This busy and precise "in-and-out" flow is the daily reality of Qian'an's steel industry, with six full-process steel enterprises as the core and 159 supporting companies forming an integrated chain. From crude steel to premium products, from simple drawing to precision processing, a complete steel industry chain operates around the clock here, where crude steel is not the endpoint but the starting point for enhancing and extending the chain's value.
Steel is also becoming customizable. In the production planning room of Tangshan Yanyang Cold Rolling Co., Ltd., planners scrutinize screens to match raw materials with orders, scheduling hundreds of production runs for the day. The screens are filled with small, fragmented orders—some for just one coil of about twenty tonnes, others for two or four coils totaling forty to fifty tonnes, with a single order sometimes covering more than ten different specifications. Liu Xiaofeng, the plant manager, acknowledged the challenge, "Customized production sounds simple but is difficult to execute. Frequent specification changes mean constant adjustments to equipment parameters and production rhythm, making organization exponentially harder. Most competitors cannot or will not do it." He added, "Moving from 'selling what we have' to 'producing what is demanded' has become our competitive edge in differentiation, allowing us to sell each tonne of steel for several dozen yuan more in the current downward market."
The industry's resilience is also enhanced by a shift from pure manufacturing to integrated services. At the Tiandao Warehousing and Logistics Port, a train pulls into the station, and a rotary car dumper is activated—coke cascades from a hopper and is conveyed via belt corridors to the raw material warehouse. Nearby, gantry cranes load bundles of finished steel onto another train destined for Shandong and other regions. Luo Wenjie, deputy general manager of Tiandao Warehousing Logistics Port (Qian'an) Co., Ltd., explained that two to thirty thousand tonnes of bulk raw materials arrive daily, and five to six thousand tonnes of finished steel depart. Leveraging the cluster advantages of the Qian'an Steel Shared Economy Industrial Park, the port has built 17 dedicated railway lines, openly shared with regional steel enterprises, offering one-stop services for raw material storage, transport, and steel outbound logistics. In 2025, the port's throughput exceeded 15 million tonnes, with external business accounting for nearly half of its operations and profits surpassing 100 million yuan, effectively reducing transport costs for regional steelmakers and smoothing production and sales bottlenecks.
Adhering to high-end, intelligent, and green development, focusing on high value-added premium steel
Within the plant area of Shougang Co., Ltd. Qian'an Iron and Steel Company, a nearly zero-carbon emission electric arc furnace (EAF) production line is under construction. EAF steelmaking uses scrap steel as raw material, eliminating the coking, sintering, and blast furnace ironmaking stages that are more polluting, energy-intensive, and carbon-heavy, thereby reducing carbon emissions by over 60%. Shougang Qian'an will replace one of its existing 210-tonne converters with a 160-tonne EAF, producing better steel with a cleaner furnace. This trade-off—using a "subtraction" in capacity to achieve an "addition" in green development—is a vivid example of Qian'an's steel industry transformation. During the 14th Five-Year Plan period, Qian'an implemented 366 technical renovation projects, increasing the premium steel ratio from 35% to 46%.
Looking toward the 15th Five-Year Plan, how will Qian'an's premium steel base continue to evolve? Su Hong noted that over half of the steel products currently produced in Qian'an are still ordinary materials like wire rods and strips, indicating significant potential for structural optimization and transformation. "During the 15th Five-Year Plan period, Qian'an will adhere to the direction of high-end, intelligent, and green development, focusing on developing high value-added premium steel and continuously strengthening its premium steel base," she stated.
On one front, the city is leveraging digitalization to drive the upgrade from manufacturing to intelligent manufacturing. At Qian'an Zhengda General Steel Tube Co., Ltd.'s steel pipe production line, high-speed industrial cameras capture images of welded pipes, rapidly logging data on defects like cracks, sand holes, and seams. Wen Guoqiang, general manager of Zhengda Steel Pipe, explained, "We are currently in the data collection phase and expect the system to be fully operational within the year." He detailed the current challenges, "Previously, weld quality inspection was entirely manual—relying on a veteran worker's eyesight and experience, taking one to two minutes for a six-meter pipe. It was slow and could only be done via sampling, not covering every pipe." The new intelligent inspection system, once operational, will inspect at a rate of 130 meters per minute, completing quality checks on a single pipe in under ten seconds—more than a tenfold increase in efficiency. It can operate 24/7, not only shortening production cycles but also effectively reducing rework rates and steel waste, improving product quality from the source.
On another front, the city is breaking new ground by expanding into new product categories and markets. At the exhibition booth of Zhong'an Iron Manufacturing (Qian'an) Steel Plate Co., Ltd., silver-grey galvanized aluminum-magnesium steel plates gleam with a metallic luster. Yang Li, deputy general manager, explained that compared to standard galvanized products, the addition of aluminum and magnesium to the zinc layer dramatically enhances corrosion resistance—making it 10 to 20 times more durable than conventional hot-dip galvanized steel. "It is this technological advantage that has established our foothold in the steel market for photovoltaic support structures."
Given the current oversupply and weak demand in the steel market, Yang Li believes that enterprises should not blindly expand capacity in the 15th Five-Year Plan period. Instead, they should focus on deepening technology, refining products, and uncovering more market opportunities on the demand side. "Take our flagship product, galvanized aluminum-magnesium steel plate, for example. Beyond photovoltaic supports, there is much larger potential. For instance, 5G base station housings require strict corrosion resistance, and in areas like urban ventilation ducts, the lifespan of this product is longer. As China's manufacturing sector continues to focus on quality upgrades and urban renewal progresses steadily, I believe more market opportunities will emerge. We will continue to optimize our processes, explore new fields, and open up broader markets with better products," Yang Li said.
