The company recently announced the appointment of Li Ke as Chief Technology Officer and Zhang Xiaolong as Chief Operating Officer, effective November 21, 2025. Li Ke will be responsible for formulating and executing the technical strategy for the stablecoin payment platform and mobile applications, including blockchain and wallet infrastructure security and scalability. Zhang Xiaolong will oversee daily operations of the stablecoin payment platform and mobile applications, ensuring smooth fiat currency on-ramps/off-ramps and regulatory compliance.

In July this year, WELLCELL HOLD announced its entry into the crypto payment sector with the launch of its first mobile application, "Fopay," on July 21. The app, developed based on stablecoin payment technology, offers a one-stop payment platform with stablecoin custody and prepaid card payment functions through licensed partners. The board believes the launch of "Fopay" and this new business segment will create additional commercial opportunities, benefiting both the company and shareholders.
