The Supreme People's Procuratorate has released its work report for the first half of 2026, detailing criminal prosecutions and enforcement actions across a range of areas.
From January to June 2026, procuratorial organs across the nation approved the arrest of 312,000 criminal suspects and initiated public prosecutions against 603,000 individuals, representing year-on-year decreases of 4.4% and 11.5%, respectively. Authorities have firmly implemented the overall national security concept, comprehensively and accurately applied criminal policies balancing severity and leniency, and made full efforts to ensure the nation's long-term stability.
Procuratorial agencies have resolutely upheld social stability. Maintaining a firm stance on severe punishment, they prosecuted 24,000 individuals for serious violent crimes such as intentional homicide, robbery, and kidnapping. The regular crackdown on organized crime and underlying criminal activities was deepened, resulting in the prosecution of 3,042 individuals involved in such offenses. Crimes that draw strong public resentment, including those related to prostitution, gambling, drugs, theft, robbery, and fraud, were punished according to law, with 222,000 individuals prosecuted.
A special campaign for case-filing supervision in the field of work safety was launched. Prosecutions were initiated for 2,114 crimes involving major liability accidents and hazardous operations. The Supreme People's Procuratorate directly supervised and handled two major work safety accident cases. An initiative for procuratorial public interest litigation to safeguard work safety was also carried out, handling 12,000 public interest litigation cases.
Jointly with the Supreme People's Court, judicial interpretations on handling criminal cases endangering civil aviation flight safety were formulated to safeguard public security. The revised "Guiding Opinions on the Application of the System of Leniency for Those Who Plead Guilty and Accept Punishment" was earnestly implemented, with 84.6% of criminal suspects voluntarily pleading guilty and accepting punishment during the procuratorial stage. The first-instance judgment compliance rate reached 97.1%, 35.3 percentage points higher than in cases where the system was not applied.
Continuous efforts were made to implement opinions on handling criminal cases related to drunk driving, concealing criminal proceeds, and aiding information network criminal activities, strengthening the governance of common and frequent crimes according to law to enhance the public's sense of security.
Network ecology governance was deepened. Procuratorial organs actively participated in special campaigns like "Clean Cyberspace 2026," punishing online violence, cyber rumors, online extortion, and "internet water armies" according to law. Prosecutions were initiated against 77,000 individuals for crimes committed using the internet. The crackdown on cross-border telecom and online fraud was advanced, with 32,000 individuals prosecuted for such fraud. Typical cases on personal information protection were released, 2,641 individuals were prosecuted for infringing on citizens' personal information, and 2,090 public interest litigation cases were handled.
Social governance was promoted collaboratively. Focusing on prevention and early intervention, procuratorial agencies issued 6,546 social governance procuratorial suggestions based on their duties. An on-site evaluation activity for outstanding social governance procuratorial suggestions was conducted to solidly handle the "latter half of the article" of supervision and case handling.
The "Fengqiao Experience" for the new era was upheld and developed. Procuratorial organs actively participated in the standardized construction of comprehensive social governance centers, fully leveraging their functions in discovering leads, strengthening supervision, and resolving conflicts. The legalization of procuratorial-related petitioning work was deepened, striving to elevate the response to public petitions from "achievable" to "well-achieved." A special campaign for concentrated resolution of petitioning issues was carried out, with leading cadres at various levels handling 37,000 petition cases, a year-on-year increase of 37%. Procuratorial-related petitions decreased by 2.9% year-on-year.
Procuratorial organs closely focused on economic development as the central task, fully utilizing the power of the rule of law to serve high-quality development. They collaborated in advancing the fight against corruption, accepting 16,000 duty-related crime cases transferred by supervisory commissions at all levels and prosecuting 14,000 individuals, representing year-on-year increases of 17.6% and 5.6%, respectively.
Collaborative efforts were made to address corruption in key sectors, severely punishing duty-related crimes in finance, state-owned enterprises, energy, and bidding according to law. The principle of investigating both bribe-takers and bribe-givers was upheld, with 1,410 individuals prosecuted for bribery crimes. International efforts to pursue fugitives and recover illicit assets, as well as the governance of cross-border corruption, were advanced collaboratively. Jointly with the Supreme People's Court, judicial interpretations on applying criminal trial-by-default procedures were formulated, and applications for confiscation of illegal proceeds were filed for three fugitive or deceased suspects in corruption and bribery cases.
The construction of a rule-of-law economy and a credit economy was promoted. Adhering to the "Two Unwaverings," property rights of all forms of ownership were equally protected according to law. Prosecutions were initiated against 58,000 individuals for crimes disrupting the market economic order, fostering a law-based business environment.
Special supervision targeting irregular cross-regional law enforcement and profit-driven law enforcement and judicature was deepened, with 11,000 cases handled according to law. Supervision led to the withdrawal of 1,060 cases by investigative organs, decisions not to prosecute 1,324 individuals, and the supervision of the release or return of illegally seized, detained, or frozen assets worth 8.5 billion yuan.
Jointly with the State Taxation Administration and other departments, a regular mechanism for cracking down on tax-related crimes was maintained, prosecuting 3,485 individuals for such offenses. Crimes like smuggling strategic mineral resources were severely punished, with 4,435 individuals prosecuted for smuggling. Procuratorial functions in anti-monopoly and anti-unfair competition were strengthened, prosecuting 4,759 individuals for crimes like damaging commercial reputation and forced transactions, and handling 128 public interest litigation cases to serve the construction of a nationally unified market.

Judicial protection of intellectual property rights in key areas and emerging industries like new-generation information technology, artificial intelligence, biopharmaceuticals, and new energy was strengthened, serving the development of new quality productive forces according to local conditions.
Comprehensive intellectual property procuratorial履职 was deepened, prosecuting 7,500 individuals for IP infringement crimes and handling 1,863 civil, administrative, and public interest litigation IP cases to protect the legitimate rights and interests of innovation entities. Special supervision on malicious IP litigation was deepened, and collaborative efforts with the National Intellectual Property Administration were made for a special rectification campaign in the IP agency industry. A bilingual Chinese-English white paper on IP procuratorial work was released to promote an optimized innovation environment.
Service was provided for building a strong financial nation. Procuratorial organs actively participated in the three-year campaign to prevent and combat illegal financial activities, prosecuting 13,000 individuals for financial fraud and crimes disrupting financial management order. The securities procuratorial work mechanism was improved, prosecuting 240 individuals for securities crimes like financial fraud, insider trading, market manipulation, and fraudulent issuance. Anti-money laundering efforts were continuously intensified, prosecuting 1,409 individuals for money laundering crimes.
Service was provided for high-level opening-up. Foreign-related procuratorial work was strengthened, prosecuting 24,000 individuals for foreign-related criminal crimes and handling 131 criminal judicial assistance cases. Continuous efforts were made to strengthen judicial guarantees for the island-wide customs closure operation of the Hainan Free Trade Port. International judicial exchanges and cooperation were deepened, hosting 103 foreign prosecutors for training and study programs in China. The International Association of Prosecutors held its 61st Executive Committee meeting in Shanghai.
Procuratorial organs prioritized people's livelihood, deeply advancing the "Procuratorial Work to Protect People's Livelihood" initiative and solidly handling various procuratorial tasks for the people. Judicial protection for people's livelihood was earnestly strengthened. Judicial protection for food and drug safety was enhanced, prosecuting 3,954 individuals for endangering food and drug safety and handling 11,000 public interest litigation cases.
Collaborative efforts were made to deepen special rectification campaigns against fraud in social insurance and medical insurance funds, prosecuting 1,684 individuals for related crimes. A special supervision campaign for public interest litigation in the medical insurance fund sector was promoted, handling 49,000 public interest litigation cases.
Protection of rights and interests for specific groups like women, the elderly, and persons with disabilities was strengthened. Jointly with the Supreme People's Court, guiding opinions on handling civil support litigation cases were formulated, providing support for 24,000 civil lawsuits filed by vulnerable groups whose rights were infringed but faced difficulties in litigation. Judicial assistance efforts were increased, distributing 190 million yuan in judicial aid funds to 12,000 parties facing hardship due to cases.
The legitimate rights and interests of workers were legally safeguarded, with regular participation in wage arrears governance, prosecuting 640 individuals for the crime of refusing to pay labor remuneration. Judicial protection of cultural relics and heritage was strengthened, prosecuting 669 individuals for crimes like excavating ancient tombs and trafficking in cultural relics, and handling 2,180 public interest litigation cases.
A special campaign to safeguard national defense interests and the legitimate rights and interests of the military, servicemembers, and their families was launched, prosecuting 236 individuals for crimes infringing upon the rights and interests of martyrs, servicemembers, and their families, and handling 283 public interest litigation cases. A special campaign to protect Long March cultural relics and red cultural resources was carried out, handling 645 public interest litigation cases.
Judicial protection of the ecological environment was strengthened. Adhering to the strictest rule of law for ecological protection, the Ecology and Environment Code was earnestly studied and implemented. Prosecutions were initiated against 14,000 individuals for crimes damaging environmental resources, and 24,000 public interest litigation cases were handled.
A seminar on procuratorial organs serving and guaranteeing the high-quality development of the Yangtze River Economic Belt was jointly held with the Ministry of Ecology and Environment. A special supervision campaign for procuratorial public interest litigation on water pollution prevention in the Yangtze River Economic Belt was launched. Jointly with the Supreme People's Court, judicial interpretations on handling cases of illegal occupation of cultivated land were formulated, prosecuting 1,084 individuals for the crime of illegally occupying agricultural land. Crimes against minors such as sexual assault and injury were severely punished according to law, with 33,000 individuals prosecuted. The awareness that prevention is protection and punishment is also rehabilitation was enhanced.
