Unlocking the Travel Spending Potential of Rural Residents

An increasing number of rural residents are expressing a desire to travel, a trend fundamentally driven by their growing purchasing power. In 2025, the per capita disposable income of rural residents in China reached 24,456 yuan, reflecting a real annual growth of 6%. This surge in travel among rural populations is a vivid illustration of the narrowing income gap between urban and rural areas and the overall enhancement of living standards.

The shift in rural residents' consumer mindset—from being hosts in rural tourism to becoming travelers themselves—is injecting sustained growth into sectors like transportation, accommodation, and dining. Whether visiting scenic spots or embarking on self-drive tours, more rural residents are weaving travel into their daily lives. This not only enriches their quality of life but also infuses new vitality into consumption and domestic demand expansion.

The growing enthusiasm for travel is backed by increasingly robust transportation infrastructure. Recent years have seen the continuous expansion of China's high-speed rail network, with the total length of rural roads reaching 4.7 million kilometers. Villages and towns with the necessary conditions now all have access to bus services, and car ownership in rural areas is steadily climbing. These developments have paved the way for spontaneous travel.

To unlock the new growth potential of rural tourism consumption, coordinated efforts must be integrated into the broader strategy of urban-rural integrated development. The "15th Five-Year Plan for Building a Strong Tourism Country" advocates for "promoting the two-way flow of tourists between urban and rural areas and leveraging complementary resource advantages." The mutual exchange of visitors—city dwellers heading to the countryside and rural residents visiting cities—serves as a vital mechanism to dismantle the urban-rural divide through the two-way flow of resources.

This dual flow is reshaping market dynamics, with tourism spending by rural residents, in turn, bolstering rural revitalization. Niche travel markets such as self-drive tours, study tours, and wellness tourism offer diverse options for rural travelers. However, challenges persist, including a mismatch between product supply and demand, as well as barriers related to information access and digital skills. To address these issues, the focus should be on encouraging market players to develop more tourism products tailored to rural residents, enhancing the network of tourism information service outlets at the township level, and exploring long-term mechanisms such as consumption subsidies for rural travelers and incentives for off-peak travel.

Continuously refining the supply of adapted tourism products and public service guarantees is not only an effective way to accelerate the release of rural tourism consumption potential but also a necessary step toward consolidating the foundation for common prosperity.
