On January 30, three young individuals attracted attention at the opening session of the Fifth Session of the 17th People's Congress of Fushun County in Sichuan Province. They were youth representatives who, recommended by the Communist Youth League, attended the county's People's Congress as observers for the first time. These young observers had previously participated in Fushun County's youth simulation activities for proposing suggestions to the People's Congress and proposals to the Chinese People's Political Consultative Conference (CPPCC), and were recognized for their outstanding simulated suggestions or proposals.

In July 2025, the Fushun County Committee of the Communist Youth League, together with the County People's Congress Standing Committee Office, the County CPPCC Proposal Committee, and the County Education and Sports Bureau, issued a notice launching a campaign to collect youth suggestions and proposals, including "Little Red Scarf Proposals," aimed at encouraging young people to contribute ideas and experience the whole-process people's democracy.

During the activity, staff from Fushun County's People's Congress and CPPCC provided systematic training to youth representatives on China's basic political systems and the standards for writing suggestions. The youth representatives also conducted field research in schools, industrial parks, and cultural tourism sites, focusing on key county-level initiatives. Through these efforts, the participants produced over 300 simulated suggestions and proposals covering areas such as traffic safety, cultural and tourism integration, and ecological protection.

The Fushun County Committee of the Communist Youth League invited deputies of the People's Congress, members of the CPPCC, and professionals from relevant sectors to form a review panel. The panel selected ten outstanding simulated suggestions and proposals and recommended an additional twenty to deputies and members of the CPPCC. After further discussion, revision, and refinement with the youth participants, these suggestions and proposals were formally submitted by deputies and members to relevant functional departments for implementation, turning "small suggestions" into valuable ideas that contribute to urban development.
