The CSOP 2x Leveraged SK Hynix ETF (HKEX: 07709) opened significantly higher today but then reversed course sharply, falling over 4% in the afternoon session. At the time of writing, it was down 3.81% to HK$55.6, with a turnover of HK$8.536 billion.

Regulatory Developments

This price action follows news that South Korea's Financial Services Commission (FSC) is moving to fast-track new regulatory measures for single-stock leveraged ETFs. This decision comes in response to a request from President Lee Jae-myung on July 21st to swiftly improve the system governing these products. The FSC has already begun consultations with the financial industry.

The proposed measures, initially announced by the FSC on the 16th, include raising the minimum required deposit for investors and strengthening the responsibilities of securities firms and asset managers in managing ETF premiums and discounts.

Broader Market Context

In a related context, the Korea Development Institute has repeatedly cautioned that the South Korean economy is highly dependent on the semiconductor sector. Changes in the global chip cycle can directly impact exports, investment, and financial markets.

Many analysts anticipate that if AI-related investment continues to expand, leading Korean companies like SK hynix could still benefit. However, if capital expenditure slows or the market re-evaluates tech stock valuations, concentrated capital flows could also amplify market volatility.
