The results of the 2025 annual assessment for the implementation of the strictest water resource management system have been released, and Heilongjiang Province has once again been rated as excellent, with its ranking jumping from 20th in the previous year to 10th.

With this, Heilongjiang Province has now received an excellent rating in this national assessment three times, in 2022, 2024, and 2025, making it the only province among the four northeastern provinces and autonomous regions to achieve this distinction.

In 2025, Heilongjiang Province incorporated the strengthening of water withdrawal and use management and the continued advancement of groundwater overexploitation treatment into the key tasks of the Provincial Party Committee's No. 1 Document. The Provincial Department of Water Resources, together with the Provincial Development and Reform Commission, the Provincial Department of Agriculture and Rural Affairs, and other departments, carried out regular joint law enforcement inspections. The level of economical and intensive water resource utilization was comprehensively improved. The province's three core indicators — water consumption per 10,000 yuan of industrial value added, the effective utilization coefficient of farmland irrigation water, and the water quality compliance rate of important rivers and lakes water function zones — all met the control targets assigned by the state.
